RESOLUTION NO. 2021--—' <br />A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, <br />FLORIDA, AMENDING RESOLUTION NO. 98-34, TO INCLUDE JUNE 19TH AS A <br />OBSERVED HOLIDAY IN THE CITY OF SUNNY ISLES BEACH; PROVIDING FOR AN <br />EFFECTIVE DATE. <br />WHEREAS, on January 1St, 1863, President Abraham Lincoln issued the Emancipation <br />Proclamation declaring "that all persons held as slaves" within the rebellious states "are, and <br />henceforward shall be free"; and <br />WHEREAS, the American Civil War ("War") ended on April 91h, 1865; and <br />WHEREAS, news of the end of slavery did not reach the frontier areas of the United States, <br />including Texas, until months after the War; and <br />WHEREAS, on June 19th, 1865, Major General Gordon Granger arrived in Galveston, <br />Texas, and announced General Order No. 3 proclaiming freedom for the slaves in Texas; and <br />WHEREAS, for more than 150 years, June 19th ("Juneteenth") has been the oldest and <br />only African American holiday observed in the United States, recognizing the day all slaves were <br />freed; and <br />WHEREAS, on June 17th, 2021, President Joe Biden signed a bill making Juneteenth the <br />eleventh American federal Holiday; and <br />WHEREAS, the City Commission wishes to amend Resolution No. 98-34, and recognize <br />Juneteenth as a City observed holiday. <br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF SUNNY <br />ISLES BEACH, FLORIDA, AS FOLLOWS: <br />Section 1. Recognition. The City Commission hereby recognizes June 191h of every year as a <br />City observed holiday in the City of Sunny Isles Beach. <br />Section 2. Amendment of Resolution No. 98-34. The City Commission hereby amends <br />Resolution No. 98-34 to include June 19th of every year as a holiday granted to employees. <br />Section 3. Effective Date.
