<br />City of Sunny Isles Beach |Request for Qualifications No. 21-11-01 20 <br /> <br />Proposer will be required to commit that the personnel and/or principals named in the proposal <br />shall remain assigned to the project throughout the period of the contract unless provided for <br />otherwise in a negotiated contract. No diversion or substitution of personnel or principals will be <br />allowed without submission of a written request with the qualifications and experience of the <br />proposed replacement. <br /> <br />END OF SECTION <br /> <br /> <br />SECTION 4 <br />EVALUATION PROCESS <br /> <br /> <br />4.1 INSTRUCTIONS TO RESPONDENTS <br /> <br />Each qualification statement will be reviewed to determine if the qualifications are responsive to <br />the submission requirements outlined in the solicitation. A responsive submission is one which <br />follows the requirements of this solicitation that includes all documentation, is submitted in the <br />format outlined in this solicitation, is of timely submission, and has the appropriate signatures as <br />required on each document. Failure to comply with these requirements may result in the proposal <br />being deemed non-responsive. The contract will be awarded to the most qualified vendor(s) <br />whose proposal best serves the interest of and represents the best values to the City in <br />conformity with Section 62-8 of the Code of Ordinances of the City of Sunny Isles Beach. <br /> <br />4.2 QUALIFICATIONS <br /> <br />Responses will be evaluated on the criteria listed below. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />4.2.1 MINIMUM REQUIREMENTS <br /> <br />Per Florida Statute 287.055, in determining whether a firm is qualified, the agency shall <br />consider such factors as the ability of professional personnel; whether a firm is a certified <br />minority business enterprise; past performance; willingness to meet time and budget <br />1. Firm’s professional experience with projects of similar scope. <br />2. Professional qualifications, licenses and certifications of key personnel and <br />consultants assigned to project. <br />3. Approach and methodology to providing the requested services. <br />4. Size of workforce, workload and availability of personnel per location. <br />5. Financial stability and past record. <br />6. Ability to complete projects on schedule and within budget. <br />7. Firm or sub-consultant is a certified minority business enterprise. <br />8. References and past performance.
