Additional justification may include, but is not <br />limited to, invoices, payroll information, current e98s, RFQ, <br />and/or task order information. <br />Note 2: Reference Code of Federal Regulations, Title 29, <br />Labor, Subtitle A Office of the Secretary of Labor, Part 4 <br />Labor Standards for Federal Service Contracts, Subpart D <br />Compensation Standards, paragraph 4.161 Minimum monetary <br />wages under contracts exceeding $2,500, which states: "No <br />change in the obligation of the contractor or subcontractor <br />with respect to minimum wages will result from the mere fact <br />that higher or lower wage rates may be determined to be <br />prevailing for such employees in the locality after the award <br />and before completion of the contract. <br />Note: Regulation SCP-FSS-001 <br />Note: Effective October 26, 2020, offerors are required to represent to FAR provision <br />52.204-26(c)(2) (OCT 2020) in the System for Award Management (SAM) whether it does <br />or does not use covered telecommunications equipment or services, or use any equipment, <br />system, or service that uses covered telecommunications equipment or services. Offerors <br />that represent, based on a reasonable inquiry, that it does use covered telecommunication, <br />must complete and upload FAR provision 52.204-24(d)(2) to eOffer prior to submitting an <br />offer. If applicable, offerors must also upload the disclosures required by FAR 52.204-24 <br />paragraph (e)(2) to eOffer. <br />Note: Provision 52.204-26 is incorporated by reference in the MAS solicitation via <br />provision 52.212-3. <br />Note: The eOffer Past Performance module is being updated to be consistent with the <br />current solicitation instructions for demonstrating past performance. <br />Note: GSA has issued Acquisition Letter, MV-21-03 and Supplement I to further leverage <br />industry resources and capabilities in support of Americas response to the COVID-19 <br />pandemic. The Letter temporarily waives three (3) MAS solicitation requirements outlined <br />in SCP-FSS-001, Instructions Applicable to All Offerors when a company is proposing <br />products, services and/or solutions that directly support the Governments COVID-19 <br />efforts: <br />* Two (2) years of Corporate Experience - paragraph (j)(2)(i)(A) <br />* Relevant Project Experience for each SIN proposed - paragraph (j)(2)(iv) <br />* Annual Financial Statements for the previous two years - paragraph 0)(1)(v) <br />For more information on this Acquisition Letter and Supplement for prospective and <br />existing MAS vendors please visit the MAS Roadmap page on gsa.gov. <br />Note: Labor categories (LCATs) that have special requirements must include differentiation <br />in both the title and the description to comply with specific SIN requirements listed by any <br />of the MAS Category Attachments.
