The Consultant's proposal shall further define the scope of work, project timing, fees reimbursable and sub - consultants. The Consultant's proposal will either be approved, rejected, or negotiated by the City. A written Notice to Proceed which may be in the form of a Purchase Order will be issued before work starts. Consultant shall begin no work without a signed Purchase Order. Proposer will be required to commit that the personnel and/or principals named in the proposal shall remain assigned to the project throughout the period of the contract unless provided for otherwise in a negotiated contract. No diversion or substitution of personnel or principals will be allowed without submission of a written request with the qualifications and experience of the proposed replacement. SECTION 4 EVALUATION PROCESS 4.1 INSTRUCTIONS TO RESPONDENTS Each qualification statement will be reviewed to determine if the qualifications are responsive to the submission requirements outlined in the solicitation. A responsive submission is one which follows the requirements of this solicitation that includes all documentation, is submitted in the format outlined in this solicitation, is of timely submission, and has the appropriate signatures as required on each document. Failure to comply with these requirements may result in the proposal being deemed non -responsive.
