EXHIBIT "A" <br />Scope of Services: <br />Spatial Needs Assessment and Site Feasibility Study <br />Sunny Isles Beach, FL <br />February 8, 2022 <br />General Description: <br />The project, and related Scope of Services, is generally described as a Detailed Spatial Needs Assessment <br />and Site Feasibility Study for the Sunny Isles Beach Police Department. <br />The Phases of Services are herein identified as follows: <br />Phase One Scope of Services: <br />I -A: Detailed Spatial Needs Assessment to establish the Police Department's building program. This <br />report will include a room -by -room assessment of each operational space necessary to serve the <br />functions of the department. <br />I-B: Staffing Study: Working with the City Manager and department heads, we will review staffing <br />levels and projects. The analysis will consider potential change to department structures, provide <br />advice regarding staff levels compared to other agencies of similar size, and account for new <br />programs / requirements for staffing levels to the extent practicable. <br />I-C: Site Feasibility Analysis services to include the review of the existing aerial and underground <br />utilities, roadways, ingress and egress locations for vehicular and pedestrian access, site features, <br />trees, buffer zones, stormwater management requirements, etc. for the three (3) city -owned sites. <br />The site analysis will determine if renovation, expansion, new construction, or leasing space or some <br />combination thereof is possible at one of the three (3) sites. <br />I-D: Conceptual Building Design: The A/E team will develop a conceptual building design approach <br />incorporating the information developed and will utilize these documents to prepare and present to <br />the city the final report summarizing the defined scope of services. The Conceptual Building Design <br />will also provide an analysis to determine if building renovation, new construction, leased space or <br />a combination among the three (3) available tracts would best meet the needs of the city. <br />I-E: Preliminary Technology Report: The A/E team will work with the city to prepare a preliminary <br />written assessment of the existing technology systems which will include documentation of existing <br />Information Systems, Radio, Audio / Video, and Security Technologies. We will also provide <br />recommendations for existing system migration and/or replacement. <br />I-F: Conceptual Architectural Site Master Planning of the designated site. All known building and <br />site amenity features shall be identified including future expansion considerations. These documents <br />will also be used in the community outreach presentations noted below if this service is requested. <br />I-G: Preliminary Opinion of Probable Development Cost: The A/E team will work with the city to <br />prepare an estimate of probable cost for the project, including any phased construction that may be <br />required or desired. <br />I-H: Final Report & Presentation to the City Commission: The A/E team will provide two (2) <br />representatives to present the Conceptual Building Design to the City Commission. <br />KA1082 Sunny Isles Beach PD Study\ADMINISTRATION\1.21 - Contracts\Ian's Contract Files\Exhibit A - Scope Of Services 0208.2022.Docx <br />
