EXHIBIT "A" Scope of Services: Spatial Needs Assessment and Site Feasibility Study Sunny Isles Beach, FL February 8, 2022 General Description: The project, and related Scope of Services, is generally described as a Detailed Spatial Needs Assessment and Site Feasibility Study for the Sunny Isles Beach Police Department. The Phases of Services are herein identified as follows: Phase One Scope of Services: I -A: Detailed Spatial Needs Assessment to establish the Police Department's building program. This report will include a room -by -room assessment of each operational space necessary to serve the functions of the department. I-B: Staffing Study: Working with the City Manager and department heads, we will review staffing levels and projects. The analysis will consider potential change to department structures, provide advice regarding staff levels compared to other agencies of similar size, and account for new programs / requirements for staffing levels to the extent practicable. I-C: Site Feasibility Analysis services to include the review of the existing aerial and underground utilities, roadways, ingress and egress locations for vehicular and pedestrian access, site features, trees, buffer zones, stormwater management requirements, etc. for the three (3) city -owned sites. The site analysis will determine if renovation, expansion, new construction, or leasing space or some combination thereof is possible at one of the three (3) sites. I-D: Conceptual Building Design: The A/E team will develop a conceptual building design approach incorporating the information developed and will utilize these documents to prepare and present to the city the final report summarizing the defined scope of services. The Conceptual Building Design will also provide an analysis to determine if building renovation, new construction, leased space or a combination among the three (3) available tracts would best meet the needs of the city. I-E: Preliminary Technology Report: The A/E team will work with the city to prepare a preliminary written assessment of the existing technology systems which will include documentation of existing Information Systems, Radio, Audio / Video, and Security Technologies. We will also provide recommendations for existing system migration and/or replacement. I-F: Conceptual Architectural Site Master Planning of the designated site. All known building and site amenity features shall be identified including future expansion considerations. These documents will also be used in the community outreach presentations noted below if this service is requested. I-G: Preliminary Opinion of Probable Development Cost: The A/E team will work with the city to prepare an estimate of probable cost for the project, including any phased construction that may be required or desired. I-H: Final Report & Presentation to the City Commission: The A/E team will provide two (2) representatives to present the Conceptual Building Design to the City Commission.
