L. 115-232, section 889, covered telecommunications equipment is telecommunications <br />equipment produced by Huawei Technologies Company or ZTE Corporation (or any subsidiary or affiliate <br />of such entities). i. For the purpose of public safety, security of government facilities, physical security <br />surveillance of critical infrastructure, and other national security purposes, video surveillance and <br />telecommunications equipment produced by Hytera Communications Corporation, Hangzhou Hikvision <br />Digital Technology Company, or Dahua Technology Company (or any subsidiary or affiliate of such <br />entities). ii. Telecommunications or video surveillance services provided by such entities or using such <br />equipment. iii. Telecommunications or video surveillance equipment or services produced or provided by <br />an entity that the Secretary of Defense, in consultation with the Director of the National Intelligence or <br />the Director of the Federal Bureau of Investigation, reasonably believes to be an entity owned or <br />controlled by, or otherwise, connected to the government of a covered foreign country. <br />Enhanced Whistleblower Protections (41 U.S.C. § 4712): An employee of Proposer and/or its <br />subcontractors may not be discharged, demoted, or otherwise discriminated against as a reprisal for <br />disclosing to a person or body described in 42 U.S.C. § 4712(a)(2) information that the employee <br />reasonably believes is evidence of gross mismanagement of a Federal contract or grant, a gross waste of <br />Federal funds, an abuse of authority relating to a Federal contract or grant, a substantial and specific <br />danger to public health or safety, or a violation of law, rule, or regulation related to a Federal contract <br />(including the competition for or negotiation of a contract) or grant. <br />Federal Funding Accountability and Transparency Act (FFATA) (2 CFR § 200.300; 2 CFR Part 170): In <br />accordance with FFATA, the Proposer shall, upon request, provide the City the names and total <br />compensation of the five most highly compensated officers of the entity, if the entity in the preceding <br />fiscal year received 80 percent or more of its annual gross revenues in federal awards, received <br />$25,000,000 or more in annual gross revenues from federal awards, and if the public does not have access <br />to information about the compensation of the senior executives of the entity through periodic reports <br />filed under section 13(a) or 15(d) of the Securities Exchange Act of 1934 or section 6104 of the Internal <br />Revenue Code of 1986. <br />Federal Awardee Performance and Integrity Information System (FAPIIS)( The Duncan Hunter National <br />Defense Authorization Act of 2009 (Public Law 110-417 and 2 CFR Part 200 Appendix XII)): The Proposer <br />shall update the information in the Federal Awardee Performance and Integrity Information System <br />(FAPIIS) on a semi-annual basis, throughout the life of this contract, by posting the required information <br />in the System for Award Management via https://www.sam.gov. <br />Never Contract With The Enemy (2 CFR Part 183): Applicability: only to grant and cooperative agreements <br />in excess of $50,000 performed outside of the United States, Including U.S. territories and are in support
