Neely, Finance Director on behalf of Auditor Selection Committee <br />DATE: April 12, 2022 <br />RE: Selection of External Auditor Pursuant to Section 218-391, Florida Statutes <br />Ranked Firms for Professional Auditing Services <br />RECOMMENDATION: <br />Staff is recommends approval of this Resolution. <br />REASONS: <br />Per Florida State Statutes, the City is required to have an annual financial audit of its accounts anc <br />records by an independent Certified Public Accountant. The City completed its most recent <br />independent audit agreement for a final term of six years with MSL, PA and went out to rebid for <br />professional auditing services. <br />Florida law requires the City to take the following steps to select an auditor: (1) City Commission must <br />establish an auditor selection committee; (2) the auditor selection committee must establish factors <br />to use for the evaluation of audit services to be provided by a certified public accounting firm; (3) the <br />auditor selection committee is required to provide interested firms with a request for proposal (RFP); <br />and (4) the auditor selection committee shall rank and recommend in order of preference three firms <br />deemed to be the most highly qualified to perform the required services. The City Commission can <br />authorize negotiation with the First Ranked firm. If negotiation fails, negotiations may occur with the <br />Second Ranked firm. All activities of the auditor selection committee are subject to the Sunshine Law. <br />The City Commission passed and adopted Resolution 2022-3293 on January 20, 2022 establishing ar <br />auditor selection committee comprised of Vice Mayor Jeniffer Viscarra, former Mayor Norman S <br />Edelcup, and former Vice Mayor Lewis J. Thaler. The committee issued RFP 22-02-01 for Professions <br />Auditing Services which was advertised on February 7, 2022. <br />Item Number: 10.13 <br />
