yV1�f�Y Il<! <br />0�% <br />.»{ it � <br />2030 �_ <br />The City will continue to maintain adequate LOS standards for the transportation <br />system to coordinate the traffic circulation system with existing and future land uses as <br />shown on the Future Land Use Map. <br />Policies <br />8A. Unless exempted under other policies, the adopted concurrency management <br />system shall establish the following roadway level of service standards (LOS) for <br />the purpose of issuing development orders and permits: <br />1. In conformity with Miami -Dade County, the acceptable peak period LOS for <br />all non-FHISS State and County roads inside the City shall be the following: <br />a) Where no public mass transit service exists, roadways shall operate at or <br />above LOS E; <br />b) Where mass transit service having headways of 20 minutes or less is <br />provided within 0.5 mile distance, roadways shall operate at no greater <br />than 120 -percent of their capacity (LOS E+20); <br />c) Where extraordinary transit service such as commuter rail or express bus <br />service exists parallel roadways within 0.5 mile shall operate at no greater <br />than 150 -percent of their capacity (LOSE+50). <br />2. The adopted level -of -service for all collector roads maintained by the City <br />shall be 120 -percent of LOS E (LOS E+20), as defined and measured by the <br />methodologies of the FDOT LOS Standards and Guidelines. <br />86. The level -of -service for all local residential roads shall be guided by the <br />recommendation of the Miami -Dade County Street Closure/ Traffic Flow <br />Modification Study and adopted policy. <br />8C. The City shall encourage FDOT and Miami -Dade County to achieve the adopted <br />level of service on all road segments shown to be operating below their adopted <br />level of service according to the MU ATS model. <br />8D. The City recognizes the interaction with mixed-use developments and the <br />resulting internal satisfaction of trips when analyzing the traffic impact of <br />proposed mixed-use developments that promote revitalization and <br />redevelopment. Mixed-use developments are characterized by three (3) or more <br />significant, mutually supporting uses with significant physical and functional <br />integration of project components, including uninterrupted pedestrian <br />connections, and that are developed in conformance with a coherent plan. To <br />this extent, in conjunction with Policy 2A, (part b) of this Element, and in support <br />of the Future Land Use Element, the City will apply the established Transportation <br />Concurrency Exception Area (TCEA) to facilitate development in the area <br />bounded by the Town Center Future Land Use designation. <br />Reference to (part b) in policy 8D needs to be deleted — Ordinance 2016-480 <br />TRANSPORTATION ELEMENT Page 148 <br />137 <br />
