Section 3 - Evaluation and Selection Criteria <br />3.1. The following criteria shall be used to evaluate the proposals. With the weight of each <br />criterion to be determined by the City: <br />The proposed evaluation is an initial process designed to elicit a short list of Proposers; <br />with the contract awarded not necessarily to the Proposer with the highest <br />compensation, but rather to the Proposer with the best combination of attributes (i.e., <br />qualifications and experience, technical approach, and compensation), based upon the <br />evaluation factors specifically established for this RFP. The establishment, application and <br />interpretation of the above evaluation criteria shall be solely within the discretion of the <br />City. <br />Proposers should provide all information outlined in the Evaluation Criteria set forth <br />below and in Section 3.1, to be considered responsive. Responses will be evaluated based <br />on the responsiveness of the Proposer's information to the Evaluation Criteria that will <br />demonstrate the Proposer's understanding of the Evaluation Criteria and capacity to <br />perform the required services of this competitive solicitation. The maximum points that <br />shall be awarded for each of the Evaluation Criteria are detailed and described below. <br />The criteria set forth below will be utilized by the City to evaluate each submission <br />received.
