• No system of staff distribution or review was observed. <br />• Several high liability areas of operations were found to be grossly out of compliance with modern <br />day best practices and CFA standards. <br />• The City has acquired copies of a neighboring law enforcement agency policies and procedures <br />which is accredited and has reformatted them into a format for SIB to develop into new directives. <br />However, these drafts will need to be vetted and revised as necessary to ensure compliance with <br />the most recent edition standards manual. <br />The police department provided a matrix of the agency's progress completed to date. Our review of the <br />matrix has led us to believe that the police department is utilizing an outdated program manual as the <br />there are no provisions for establishing agency policy for a number of program standards which do not <br />coincide with the current version 5.17. It should be also noted that the vast majority of the agency's <br />written directives are outdated (as old as 2006) and despite finding several areas that were obviously <br />revised to reflect recent statutory changes, there is no tracking history of when or by whom the revisions <br />were made. <br />It should be noted that we did not conduct a complete review of all the written directives of the police <br />department. The indexing scheme utilized was based on a previous version of the standards manual and <br />therefore we cannot conclude whether any of the work previously done in the area of policy and <br />procedural development meet the current standards of the law enforcement accreditation program. <br />PROJECT SCOPE <br />The contractor proposes to evaluate if the City's police department's current policies, procedures, and all <br />other forms of written directives to determine if they meet or exceed the minimum standards set forth <br />by the Commission for Florida Law Enforcement Accreditation Program, AND <br />• Develop and publish any revisions to any and all existing policies as approved by the City necessary <br />to meet the standards of the Florida law enforcement accreditation program. <br />• Develop and publish any and all additional polices as approved by the city, which do not currently <br />exist which would be required to meet the standards of the Florida law enforcement accreditation <br />program. <br />• Set -Up, and populate Power DMSO web portal, specific to the City's police department, to <br />manage disseminate and maintain all of the police department's written directives, build, <br />populate and manage an assessment system in accordance with the provisions of the Florida Law <br />Enforcement Accreditation Standard Compliance files on to include creation of the required Two <br />Hundred and Thirty Five (235) standard compliance files or the total number required to meet the <br />requirements of the Florida Law Enforcement Accreditation Program in affect at the time of any <br />such assessment by the Commission for Law Enforcement Accreditation. <br />266 <br />
