<br />Brian Sands has provided business economics advice for
<br />23 years, with particular expertise in the areas of leisure,
<br />culture, and tourism. Clients include private developers/
<br />operators, not -for -profits, and public agencies. Mr. Sands
<br />is adept at complex projects that require a combination of
<br />strategic thinking, broad yet rigorous analysis, coordination
<br />with multiple stakeholders, streamlining of findings for
<br />diverse audiences, and disciplined management.
<br />Mr. Sands regularly advises on the development/operation
<br />of commercial and cultural attractions, lodging (hotels and
<br />resorts), retail -dining -entertainment (RDE), and associated
<br />uses. The focus of these assignments is to provide
<br />economic advice enabling clients to reach their goals for a
<br />project while simultaneously reducing risk. Assignments
<br />typically involve client team and other stakeholder
<br />coordination, scoping, regional field work, market and
<br />comparables (i.e., case studies or benchmarks) research,
<br />demand potential forecast, financial feasibility estimation,
<br />economic and fiscal impact analysis, presentations, and
<br />project management. Assignments frequently involve
<br />working closely with the client's designers, planners,
<br />architects, engineers, cost estimators, and other team
<br />members.

<br />In addition, Mr. Sands supports national and international
<br />business development efforts In theThemed Entertainment
<br />sector (encompassing commercial and cultural attractions
<br />as well as related uses), and also the growth of the
<br />Design, Planning and Economics practice in across North
<br />America, Latin America, and the Caribbean. In addition,
<br />he coordinates global production of the Theme Index and
<br />Museum - Global Attractions Attendance Report, the
<br />industry report produced annually by AECOM and the
<br />Themed Entertainment Association (TEA), and is primarily
<br />responsible for the North American and Latin American
<br />figures.

<br />Negotiation Support, Miami -Dade County, Florida
<br />For Miami -Dade County, managed an independent
<br />economic analysis of proposals for the design and
<br />operation of a large (-241 acres) new destination attraction
<br />and resort area near Miami, with uses including a major
<br />news studio -linked (20th Century Fox) theme park,
<br />water park, hotel, conference center, themed retail, live
<br />performance venue, sports and events fields, and parking,
<br />Tasks Included proposals review, comparables analysis,
<br />demand estimates, financial analysis, lease/return
<br />analysis, and participation in negotiations with selected
<br />proposers. Ongoing negotiations advice is underway. -$1
<br />billion development cost,
<br />Zoo Miami Master Plan Strategic Update, Miami -Dade, FL
<br />For the Florida Zoological Society and Miami -Dade County,
<br />and as a subconsulant to The Portico Group, providing
<br />strategic business planning input into a high-level update
<br />of the Zoo's master plan. Tasks include evaluating current
<br />operations, resident and tourist markets, regional and
<br />national comparables, identifying implications, and
<br />participating in client workshops.
<br />Florida Statewide Passenger Cruise Industry Overview
<br />Forthe State of Florida Department of Transportation,
<br />contributing to a study of the economic impact of the
<br />passenger cruise industry to the state and to position
<br />Florida ports for additional growth of the industry. Tasks
<br />include reviewing existing passenger cruise facilities
<br />and their levels of historic activity, associated economic
<br />impacts, preparing a statewide cruise industry forecast
<br />and potential economic impacts, stakeholder interviews,
<br />identification of key opportunities and challenges, and
<br />recommendations.
