<br />City of Sunny Isles Beach |Request for Qualifications No. 22-06-01 18 <br /> <br />SECTION 4 <br />EVALUATION PROCESS <br /> <br />4.1 Review of Proposals for Responsiveness <br /> <br />The purpose of the proposal is to demonstrate the qualifications, competence, and <br />capacity of the firms seeking to undertake the work for the City in conformity with <br />the requirements of the specifications in the RFQ. As such, the substance of the <br />proposals will carry more weight than their form or manner of presentation. The <br />proposal should demonstrate the qualifications of the firm and of the particular staff <br />to be assigned to this engagement. <br /> <br />All submittals shall contain no more than fifteen (15) pages specifically addressing <br />each criteria, mentioned below in Section 4.3. Each proposal will be reviewed to <br />determine if the proposal is responsive to the submission requirements outlined in <br />the solicitation. A responsive proposal is one which follows the requirements of this <br />solicitation that includes all documentation, is submitted in the format outlined in this <br />solicitation, is of timely submission, and has the appropriate signatures as required <br />on each document. Failure to comply with these requirements may result in the <br />proposal being deemed non-responsive. City reserves the right, where it may serve <br />the City of Sunny Isles Beach, best interest, to request additional information or <br />clarification from Proposers. <br /> <br />4.2 Evaluation of Proposals <br /> <br />The proposal must address all points outlined in the specifications of this RFQ. The <br />proposal must provide clear and concise information of the Proposer’s capability to <br />satisfy the requirements of the RFQ. The Evaluation Committee will utilize the criteria <br />below to rate the Firm’s proposal. Upon review of the proposals by the evaluation <br />committee, oral presentations may be required. Evaluation criteria shall be applied in <br />compliance with Section 287.055, Florida Statutes, and will include, but not be limited <br />to the ability of professional personnel; whether a firm is a certified minority business <br />enterprise; past performance; willingness to meet time and budget requirements; <br />location; recent, current, and projected workloads of the firms; and the volume of <br />work previously awarded to each firm by the agency, with the object of effecting an <br />equitable distribution of contracts among qualified firms, provided such distribution <br />does not violate the principle of selection of the most highly qualified firms. <br />
