RFQ # 22-06-01
City of Sunny Isles Beach Landscape Architectural Services
14
LPOC36007.2022
Continuing Services for
ENVIRONMENTAL
Kimley-Horn maintains an experienced team of environmental scientists, geologists, hydrogeologists, and biologists with wide ranging
experience in environmental and natural resources services including permitting, site location studies, and environmental analyses.
The Kimley-Horn Environmental Services Group can provide complete natural resource regulatory compliance services to meet any
of your environmental needs. The team of biologists, ecologists, and environmental scientists are well versed in all aspects of the
development process from preliminary Phase I Site Assessments to National Environmental Policy Act (NEPA) documentation. They can
take a project from conception to final build out. An in-house environmental services group offers the advantage of closer coordination
with the design team, there are no problems with miscommunication or coordination because the two groups work side-by-side every
day. The environmental specialist and the engineers have learned to speak the same language and can work together for a successful
project.
C) Value-Added Benefits
On-call contracts require a different approach from typical project-specific contracts. Each task assigned under an on-call contract
will need an individualized approach that includes the various disciplines necessary to complete the assignment. At Kimley-Horn,
the overall approach for a task begins with an initial scoping meeting, development of the fee proposal, and a clear understanding
of expectations and deliverables. Upon notice to proceed, the appropriate staff is assigned to accomplish the task within the agreed
upon timeframe. One of the advantages that Kimley-Horn offers is our ability to assign the right staff to each task. We can draw from a
multitude of disciplines and resources to complete each assignment—whether the task is relatively minor, requiring only a few people
in a single discipline; or a complicated task requiring numerous people and multiple disciplines.
Kimley-Horn also focuses on project management, from the inception phase through the construction phase of each project. Our
project managers receive bi-monthly effort reports on manpower and expenses—helping them to establish a clear picture of project
cost, cost control effectiveness, and schedule—all tools they need to keep projects moving ahead. We recognize that each project has
its own expectations that need to be understood, and then exceeded.
In addition to project work, everyone plays a role in maintaining the policies and practices which have helped us build an unusually
experienced and stable professional staff, a strong project management system, and a close rapport with our clients. Kimley-Horn
staff have formed successful and long-lasting relationships with our clients because we believe in exceptional client service combined
with technical excellence.
PROJECT MANAGEMENT TECHNIQUES
Kimley-Horn recognizes that a strong project management technique is necessary to successfully complete all the City’s projects.
Our standard management practices are outlined in a formal manual published by the firm entitled Project Manager’s Manual. This
document clearly establishes the firm’s policy, which requires the project manager to prepare a detailed work plan and management
plan for each major project. This includes a plan for controlling and directing all elements of the project. Our entire approach to project
management is characterized by the following philosophies and policies, which are ingrained in the Kimley-Horn culture:
• We will not only control and manage the project schedule, but also anticipate problems, creatively develop solutions, and implement
a set of actions before problems arise.
• We will follow up on action items to ensure they are executed by a single responsible person. There will be no misunderstanding as
to who was or is responsible.
• Our project management plan will promote efficiency, clarify communication protocols, provide direction, avoid misunderstandings,
and govern routine action.
• Our project management plan will clearly identify, budget, and plan for effective quality control and independent reviews.
• We will execute random inquiries into schedule adherence, work performance, quality performance, and resource allocations to
determine compliance with planned project performance.
• Project Manager George Puig, PLA, ASLA will always be in command and control of the project. He will have the authority to
allocate resources and correct problems without senior management approval.
• We will view the project from your perspective, examine issues in a strategic context, and provide you with tactical solutions.
