RESOLUTION NO. 2022 - ` �► <br />A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, <br />FLORIDA, APPROVING AN IN-KIND DONATION TO THE NORMAN S. <br />EDELCUP/SUNNY ISLES BEACH K-8 SCHOOL, IN AN AMOUNT NOT TO EXCEED <br />THIRTEEN THOUSAND DOLLARS ($13,000.00) FOR 125 STOP THE BLEED KITS <br />AND INSTRUCTIONAL POSTERS; AUTHORIZING THE CITY MANAGER TO DO ALL <br />THINGS NECESSARY TO EFFECTUATE THIS RESOLUTION: PROVIDING FOR AN <br />EFFECTIVE DATE. <br />WHEREAS, Stop the Bleed is a national awareness campaign and call -to -action, <br />encouraging bystanders to become trained, equipped, and empowered to help in a bleeding <br />emergency before professional help arrive; and <br />WHEREAS, Stop the Bleed Kits ("Kits") enable bystanders to be prepared to respond to a <br />bleeding emergency, as the kits include life-saving tools such as a tourniquet, QuikClot, gloves, <br />elastic and modular bandages, gauze, sponges, scissors, and an instructional guide; and <br />WHEREAS, the City of Sunny Isles Beach ("City") believes it is in the best interest of the <br />City to equip the City's only public school, Norman S. Edelcup/Sunny Isles Beach K — 8, with 125 <br />Kits and instructional posters; and <br />WHEREAS, in partnership with the school's principal, teachers will receive the proper <br />training to use the Kits in the event of an emergency; and <br />WHEREAS, the donation of the Kits, along with the training, will provide life-saving tools <br />that can help in the critical moments before first responders can arrive; and <br />WHEREAS, the availability of the Kits and training will empower teachers, staff and <br />students, with the essential tools to control life threatening bleeding from emergencies using <br />proven lifesaving equipment; and <br />WHEREAS, pursuant to Section 172-5(B) of the City's Code of Ordinances, donation of <br />in-kind goods must be approved by the affirmative votes of at least four (4) members of the <br />City Commission at a public meeting if such in-kind goods and services exceed a total cost of <br />$10,000.00; and <br />WHEREAS, the City of Sunny Isles Beach is dedicated to supporting its only public school <br />with an in-kind donation of 125 Kits and instructional posters, in an amount not to exceed <br />Thirteen Thousand Dollars ($13,000.00). <br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF SUNNY <br />ISLES BEACH, FLORIDA, AS FOLLOWS: <br />Section 1. Approval of Donation. The City Commission hereby approves the in-kind <br />donation of 125 Stop the Bleed Kits and instructional posters to the Norman S.
