City of Sunny Isles Beach |Invitation to Bid No. 23-02-01 10 <br />Section 2 <br />Special Terms and Conditions <br />2.1 PURPOSE OF THE ITB <br />2.2 <br />The City of Sunny Isles Beach (the "City"), a municipality located in Miami-Dade County, <br />Florida, is requesting bids from qualified Contractors (“Proposers”, “Bidders”, “Contractors” or <br />“Firms”) to reconstruct the east end of 172nd Street to raise the road and eliminate flooding at <br />high tide, as described in Attachment A. The Contractor shall furnish all labor, equipment and <br />materials necessary to construct the improvements to the roadway system in accordance <br />with the specifications herein and the resulting Contract Documents. Bidder shall warranty <br />all labor completed for 365 days from final acceptance. <br />The City seeks to award a contract and commence construction no earlier than the first week of <br />June 2023, which construction shall be completed no later than August 11, 2023. <br />The budget for this project is $420,000.00. <br />Ross Engineering, Inc., the City’s Consulting Engineer (“City Engineer”), shall serve as agent for the <br />City in all matters pertaining to the work on this project. No changes in the work or extra charges <br />to the Contract are effective until recommended by the City Engineer and approved by the City in <br />the form of a written change order. The City Engineer is precluded from bidding on this Project <br />due to their involvement in the creation of the scope of work. <br />MINIMUM QUALIFICATION REQUIREMENTS (MQRS) <br />a.The Prime Contractor shall hold the proper license in the State of Florida to perform the <br />Scope of Work set forth within this solicitation to include being registered as a Certified <br />General Contractor with the State of Florida along with registration to conduct business <br />in the State of Florida in all required disciplines. Proposing Firm must provide a copy of <br />the applicable license(s) with Firm’s response. <br />b.The Proposing bidder must have been awarded Prime Contractor and successfully <br />performed three (3) roadway/drainage improvement projects of similar or greater size, <br />scope and complexity to the specifications of the ITB within the last five (5) years. <br />c.Bidder shall provide reference letters for no less than three (3) projects in which <br />Contractor served as Prime Contractor for projects similar in size and scope. Please note <br />that the references must be for the same projects in response to MQR “b” above. <br />d.Provide documentation of bidder’s total and single project bonding capacity and the
