<br />16 <br /> <br />CITY OF SUNNY ISLES BEACH <br />18070 Collins Ave. | Sunny Isles Beach, FL 33160 <br />305.792.1707 | sibfl.net | Purchasing@sibfl.net <br />CITY OF SUNNY ISLES BEACH <br />18070 Collins Ave. | Sunny Isles Beach, FL 33160 <br />305.792.1707 | sibfl.net | Purchasing@sibfl.net <br />Section 3 <br /> SPECIFICATIONS AND REQUIREMENTS <br /> <br />3.0 SCOPE OF SERVICES <br />The City of Sunny Isles Beach, Florida (the “City”) a municipality located on a barrier island in Northeast <br />Miami-Dade County, is seeking qualified, experienced and licensed Contractor(s) hereinafter referred to as <br />the Contractor or Debris Management Contractor (the “DMC”) to remove, process, and lawfully dispose of <br />disaster generated debris from public property and public rights-of-way in response to a disaster and <br />emergency event. Such events include but is not limited to, hurricanes, tornadoes, windstorms, floods, and <br />fires or manmade disaster(s) such as civil unrest and terrorist attacks. Contractor shall provide all expertise, <br />personnel, tools, materials, equipment, transportation, supervision and all other services to rapidly respond <br />to volumes of wide scale debris. It is the intent of the City to award contracts to a Primary and a Secondary <br />Contractor for these services in order to insure adequate resources at the time of an event. The City retains <br />the right to obtain similar services from additional contractors. There is no guarantee any task order will be <br />issued under the awarded agreement, task orders will be executed in the event of a declared emergency. <br />Contractor and those performing the work must be appropriately licensed and registered. The work area <br />includes various locations throughout the City. Maps and locations will be made available with a <br />Mobilization Notice, however Attachment A includes a city map of ROW and public Property. <br /> <br />The successful Contractor must adhere to all requirements and regulations established by the Federal <br />Emergency Management Agency (FEMA), the Federal Highway Administration (FHWA), Florida Department <br />of Transportation (FDOT), Florida Department of Environmental Protection (DEP), the Stafford Act and any <br />other governmental agency with jurisdiction over response and recovery actions, including the City’s <br />requirements. The selected Contractor will be responsible for staying current with all FEMA and other <br />agency guidelines and regulations. <br /> <br />3.1 DEFINITIONS <br /> <br />The term “Chipping” shall mean reducing wood related material by mechanical means into small pieces to <br />be used as mulch or fuel. Woody debris can be reduced in volume by approximately 75 percent, based on <br />data obtained during reduction operations. <br /> <br />The term “Clean As You Go Policy” shall mean clearing all debris from each street or work zone on the first <br />pass, whenever possible. <br /> <br />The term “Contract Manager” shall mean the City’s representative duly authorized by the City Manager to <br />provide direction to the DMC regarding services provided pursuant to this ITB. <br /> <br />The term “Construction and Demolition Debris (C&D)” shall mean damaged components of buildings and <br />structures such as lumber and wood, gypsum wallboard, glass, metal, roofing material, tile, carpeting and <br />floor coverings, window coverings, pipe, concrete, fully cured asphalt, equipment, furnishings, and fixtures. <br /> <br />The term “Debris” shall mean scattered items and materials either broken, destroyed or displaced by a <br />natural disaster. Example: trees, construction and demolition material, personal property. <br /> <br />The term “Debris Clearance” shall mean the clearing the major road arteries by pushing debris to the <br />roadside to accommodate emergency traffic. <br /> <br />Debris Monitor (Or Consultant) means the successful Contractor, whether a corporation, partnership, <br />individual or any combination thereof, and its successors, personal representatives, executors, <br />administrators and assignees. <br />
