<br /> RFP # 23-04-02 Page 14 <br /> <br />CITY OF SUNNY ISLES BEACH <br />18070 Collins Ave. | Sunny Isles Beach, FL 33160 <br />305.792.1707 | sibfl.net | Purchasing@sibfl.net <br />2.10 CONTRACTING WITH SMALL AND MINORITY BUSINESSES, WOMEN'S BUSINESS ENTERPRISES, AND <br />LABOR SURPLUS AREA FIRMS (2 CFR §200.321) <br /> <br />If your firm is certified minority business enterprise as defined by the Florida Small and Minority <br />Business Assistance Act of 1985, include your certification with your response. C.F.R. 200.321 <br />encourages the active participation of minority businesses, women’s business enterprises and <br />labor surplus area firms as a part of any subsequent agreement whenever possible. If subcontracts <br />are to be permitted, through a prime Contractor, that Contractor is required to take the <br />affirmative steps listed in items (1) through (6) below: <br /> <br />(1) Placing qualified small and minority businesses and women's business enterprises on <br />solicitation lists; <br />(2) Assuring that small and minority businesses, and women's business enterprises are solicited <br />whenever they are potential sources; <br />(3) Dividing total requirements, when economically feasible, into smaller tasks or quantities to <br />permit maximum participation by small and minority businesses, and women's business <br />enterprises; <br />(4) Establishing delivery schedules, where the requirement permits, which encourage <br />participation by small and minority businesses, and women's business enterprises; <br />(5) Using the services and assistance, as appropriate, of such organizations as the Small Business <br />Administration and the Minority Business Development Agency of the Department of Commerce. <br />(6) Requiring the prime contractor, if subcontracts are to be let, to take the affirmative steps listed <br />in paragraphs (1) through (5) of this section. <br />2.11 SAFETY STANDARDS <br /> <br />The Consultant shall adhere to the Florida Department of Transportation’s Uniform manual on <br />Traffic Control for construction and maintenance work zones when working on or near a roadway <br />and while supervising the Debris management Contractor (“DMC Contractor”) to these standards. <br />It will be the sole responsibility of the Consultant to make themselves and their employees fully <br />aware of these provisions, especially those applicable to safety. Consultant will identify any <br />possible health/safety risks during debris monitoring and collecting activities and immediately <br />address any deficiencies. This includes appropriate use of Personal Protective Equipment (PPE); <br />vehicle spacing and traffic concerns both in the field and at the Temporary Debris Management <br />Sites (TDMS) and ensuring any equipment used is appropriate for the task and is operating <br />correctly. All work must be performed following EPA requirements and OSHA safety standards <br />and regulations. <br /> <br />2.12 STORAGE OF MATERIALS <br /> <br />The Consultant must provide for own storage of material and equipment, if needed. No on-site <br />storage is permitted at the work area or other public areas; unless, it is pre-approved by the City.
