RFP # 23-04-02 Page 29 <br />CITY OF SUNNY ISLES BEACH <br />18070 Collins Ave. | Sunny Isles Beach, FL 33160 <br />305.792.1707 | sibfl.net | Purchasing@sibfl.net <br /> Section 4 <br />Evaluation Process <br />4.1 Review of Proposals For Responsiveness <br />Each proposal will be reviewed to determine if the proposal is responsive to the submission <br />requirements outlined in the solicitation. A responsive proposal is one which follows the <br />requirements of this solicitation that includes all documentation, is submitted in the format <br />outlined in this solicitation, is of timely submission, and has the appropriate signatures as required <br />on each document. Failure to comply with these requirements may result in the proposal being <br />deemed non-responsive. The City reserves the right to select the Consultant who represents the <br />best value, and to accept or reject any proposal submitted in response to this solicitation. <br />EVALUATION METHOD AND CRITERIA <br />The recommendation(s) for award shall be made to the City Commission, by the City Manager, to <br />the responsible responsive Proposer(s) whose proposal is highest rated by the Evaluation <br />Committee: <br />QUALIFICATIONS AND EXPERIENCE MAXIMUM <br />POINTS <br />1. i. Firm’s background, history and overall experience in previous <br />projects of similar size and scope. <br />ii.Firm's experience in filing and receiving Federal and State <br />reimbursements. <br />iii. Staff experience and resumes- specifically, operational and <br />administrative personnel assigned to the City. <br />iv. Assurance of dedicated project team & identify senior and project <br />management and experience of key team members in areas identified <br />under experience of Respondent. Staff experience and resumes of the <br />administrative personnel assigned to the City. <br />40 <br />APPROACH TO THE PROJECT <br />2. i. Response times and operational plans for monitoring debris <br />recovery. <br />ii. Procedures for documentation and verification functions. <br />iii. Organizational structure of firm, chain of command, sub- <br />consultants plan. <br />iv. Onsite emergency response and communications. Quality control <br />and customer service plans. <br /> 25 <br />PAST PERFORMANCE <br />i. Reference Checks. <br />ii. Explanation of unrecovered FEMA reimbursements, if any. <br />iii. Closed, active and pending FEMA disputes, audits or lawsuits <br /> 20
