As an
operator of Municipal Separate Storm Sewer Systems ("MS4") and a co -permittee of Nationa
Pollution Discharge Elimination System (NPDES) Permit No. FLS000003-004, the city must prohibit illicit
discharge, illicit connections, improper disposal and illegal dumping into the stormwater system, and
sediment and erosion reducing best management practices.
Through the enactment of this ordinance, staff seeks to establish a Code for property standards and
nuisances, including for construction sites, which will be set forth in Chapter 235, Article I I of the City':
Code of Ordinances. The ordinance will also allow for the implementation of permitting procedures
and standards to establish preventive jobsite practices that can minimize environmental risks from the
erosion, air pollution, and sedimentation on sites with disturbed soil resulting from
construction/demolition sites.
Item Number: 9.13
