17 <br /> <br /> <br />Gabrielle Benigni, DP&O President, Project Principal / Project Manager <br />Email: GBenigni@dpando.com <br />SUMMARY: Ms. Benigni more than 20 years of Emergency/Disaster Response <br />and Recovery services, Debris Management Planning, Debris Removal <br />Operations and is an industry leader for FEMA Public Assistance (PA) program <br />policy, State/ Federal Agency disaster reimbursement requirements, and OIG <br />audits. As a degreed hydrogeologist she began her career directing Environmental <br />Investigations, Contamination Assessments, contaminated site demolition and <br />leveraged her expertise to perform Disaster Planning, Response and Recovery <br />maintaining FEMA compliance for Public Utilities, Utility organizations, Cities, <br />Colleges/Schools ensuring federal compliance and obtaining federal FEMA <br />disaster reimbursement and qualifying projects for Hazard Mitigation. <br />As President of DP&O (Formerly DO&T), <br />and EXACT Recovery she formed and developed the concept of “Recovery <br />EOC™” web and mobile apps TRKR ADMS and Bolt EOC which <br />centralizes all Assets, Resources (Labor, Equipment, Materials, <br />Contractors) with supporting attachments for multilateral Uses: Disaster <br />Debris and Infrastructure Damage Assessments, Disaster Project Cost <br />Tracking, Asset Mapping, Debris Removal Monitoring data and <br />documentation collection which exceeds the FEMA reimbursement <br />requirements. Recovery EOC produces client specific reports and functions <br />as a “Disaster Claims Management System” with all supporting documents <br />and FEMA Required attachments. Recovery EOC auto populates federal <br />disaster claims forms. Using a SQL database “Recovery EOC™” can <br />interface with any existing software programs and is the only disaster <br />recovery program to interface with WebEOC (DHS voted as nations Crisis <br />Incident Management software) used Statewide nationally and in many <br />large cities.Recovery EOC™ provides long term disaster document storage <br />in audit proof format. It is the only response and recovery pro. <br />With DP&O she represents numerous Florida municipalities, Colleges, <br />Public Schools, and out of state clients for Disaster Debris Management <br />Planning and Post Disaster Debris Removal operations management, <br />Logistics and monitoring. Gabrielle leveraging her environmental hazmat <br />back ground has managed and coordinated the most difficult Disaster <br />Debris obstacles for clients ensuring Federal and State compliance and <br />protecting the community during the debris removal. Gabrielle assists with Waste Management as SME for <br />Dade County Disaster Debris issues and when Waste Management clients have issues with Debris challenges <br />and or FEMA inspections. Gabrielle is an industry leader with Pre -Disaster Training, Debris Management <br />Planning and FEMA Public Assistance Disaster reimbursement and compliance for many large Utility <br />Organizations (TVPPA, APPA, TMEPA) whose members struggle with Mixed Disaster debris containing <br />conductor /wire and transformers. <br />She participates with IAEM (International Association of Emergency Managers) FEMA Caucus quarterly discussions of current FEMA trends and issues for applicant’s reimbursements and assists Waste Management with FEMA compliance and debris management issues for Miami-Dade County Cities. <br />She has represented cities in Oklahoma and assisted the Oklahoma Office of Emergency Management by preparing FEMA appeals for projects which, after second appeals process, were each successfully awarded at <br /> AREAS OF SPECIALIZATION <br />➢ Disaster Response and Recovery- <br />Damage assessments, Federal PA <br />program Policy expert for: Public <br />Utilities, State, County, <br />Municipalities; Public Schools & <br />colleges. <br />➢ Debris Management Planning- <br />Debris Removal Operations; <br />Emergency Road Clearing & <br />TDSR operations. <br />➢ FEMA and USDA Disaster Claims <br />Management; Federal Appeals. <br />➢ Earthwork/levee construction; <br />Demolition; Asbestos Removal. <br />➢ Proposal Preparation /Bidding, <br />Project /Contract <br />Administration/Management. <br />➢ Hazardous Materials Emergency <br />Response -Fuel Spills
