<br /> <br /> <br />• Creating and implementing safe and healthy work practices, working conditions, and a safety <br />mindset among all employees. <br />• Appointment of appropriate persons to administer the safety and health program. <br />• Provide a means of collecting, evaluating, and circulating safety and health information, <br />necessary audio-visual aids, and other appropriate materials. <br />• Maintenance of injury and illness recordkeeping systems with periodic review and evaluation. <br />• Inspections of health and safety work practices and conditions in the field on a routine basis, <br />utilizing checklists that will be reviewed with site personnel. <br />• All levels of management and supervisory personnel are committed to the following principles <br />that are the foundation on which the TFR safety and health program are built: <br />⋅ All injuries and occupational illnesses can be prevented. <br />⋅ All construction and operating expenses can be reasonably safeguarded. <br />⋅ Working safely is a condition of employment. <br /> <br />Environmental Overview <br />TFR is committed to protecting the environment and preserving the Nation’s historic resources while <br />complying with applicable Federal environmental and historic preservation laws such as: <br />• National Historic Preservation Act <br />• National Environmental Policy Act <br />• Endangered Species Act <br />• Clean Water Act <br />• Clean Air Act <br />• Coastal Barrier Resources Act <br />• Migratory Bird Treaty Act <br />• Resource Conservation and Recovery Act <br />• Coastal Zone Management Act <br />• Farmland Protection Policy Act <br />• Fish and Wildlife Act <br />• Wild and Scenic Rivers Act <br />• Magnuson-Stevens Conservation and Management Act <br />• Executive Order 11988, Floodplain Management <br />• Executive Order 11990, Protection of Wetlands <br />• Executive Order 12898, Environmental Justice <br /> <br />The primary potential environmental impacts occur from activities related to debris management sites, <br />individual demolition sites, and transportation activities associated with moving debris and waste along <br />with general transportation activities. <br /> <br />A comprehensive Environmental Protection Plan will be prepared and submitted within five days of <br />notice of award. It will identify specific debris management sites and specific impacts associated with <br />the location(s). This includes site-specific information such as depth to the water table, distance to <br />potential receptors and pathways, and the site setting parameters that may be affected by activities such <br />as dust, odor, noise, traffic, etc. Until the specific debris site is identified, the Environmental Protection <br />Plan cannot be finalized. <br /> <br />ITB No. 23-04-01 <br />Disaster Debris Management and Disposal Services <br />71
