TRANSMITTAL LETTER <br />May 12, 2023 <br /> <br />City of Sunny Isles Beach, FL <br />18070 Collins Ave, 4th Floor Conference Room <br />Sunny Isles Beach, FL 33160 <br /> <br />RE: Proposal for Disaster Debris Management and Disposal Services <br />Bid No. 23-04-01 <br /> <br />To Whom It May Concern: <br />Phillips & Jordan (P&J) appreciates the opportunity to present our Disaster Debris Management and Disposal <br />Services proposal in response to Bid No. 23-04-01 issued by the City of Sunny Isles Beach (“City”). P&J offers <br />more than three decades of experience as a disaster debris management contractor, and we can provide the <br />management team, equipment, personnel, and other necessary resources to respond rapidly and efficiently to a <br />future disaster in the City. We also have a regional office located in San Antonio, FL, only 4 and a half hours <br />from the City of Sunny Isles Beach. Our strong presence in the area guarantees a quick and efficient response to <br />the City in the event of a contract activation. We understand the scope of work as presented in the RFP, and as <br />with all our work, we will follow applicable OSHA, EPA, and FDEP requirements to maintain safe work <br />environments. <br />Critical expectations of the disaster debris management contractor selected by the City should include <br />demonstrated capabilities to immediately mobilize manpower and equipment, coordinate and control all resources <br />deployed to the impacted area, implement robust quality control and safety programs, and have the financial <br />strength to support the necessary project operations. As demonstrated in this proposal, P&J offers these <br />capabilities as validated through our successful past performance record in responding to a wide variety of natural <br />and man-made disaster events, specifically coastal events that have and would affect the City. <br />Our disaster recovery work will include the generation and collection of Federal Emergency Management Agency <br />(FEMA) project documentation to validate the eligibility of work performed and ensure maximum <br />reimbursement. The financial reimbursement that the City will ultimately receive from FEMA through its Public <br />Assistance (PA) Grant Program for disaster debris costs will be dependent on three major factors: (1) compliance <br />with the U.S. Office of Budget and Management’s Super Circular or the Code of Federal Regulations, Title 2, <br />Chapter 200 (2CFR 200 [2016]); (2) eligibility of work performed; and (3) the documentation to support incurred <br />cost. P&J’s proven methodology and approach to executing a disaster debris management project is based on <br />these three factors and incorporates mechanisms that ensure the highest priority is compliance with all applicable <br />local, state, and federal regulations. <br />To ensure compliance with 2CFR 200, P&J provides the required bid, payment, performance bonds, and rates that <br />can support FEMA’s reasonable cost criteria. As a project’s scope and cost expand, we provide the increased <br />bonding capacity necessary to reduce the financial risk to the City. Our aggregate line of $1.75B bonding capacity <br />is a testament to our ability to implement our Core Values and Priorities (Integrity, Safety, Quality, and <br />Production) and demonstrates that we have the resources and experience to execute our contractual commitments <br />regardless of the magnitude and/or profitability of the project.
