C
Architectural, Landscape Architectural,
Engineering and Land Surveying Firms Only (CCNA)
RFO No. 14 -07 -02
® Continuing Services Agreement for Planning, Utilities, Engineering, and Roadways, North Bay Village, FL
® Kimley -Horn provides general engineering services for the City of North Bay Village on an ongoing basis. Services have included
® water and wastewater studies, planning, design, permitting, and construction phase services. Specific projects included:
Force Main Route Evaluation Report. We developed a
force main route evaluation report for the City's force main
system. The City's existing sub - aqueous 12 -inch force
main system was old and deteriorating and required
replacement. The proposed 16 -inch force main from the
City's main pump station was evaluated to determine the
most beneficial route either to the east with a connection
point located in the City of Miami Beach or to the west
with a connection point in Miami -Dade County. The
proposed force main route included both open -cut and
horizontal direction drill segments for either approach. The
evaluation process included coordination with
stakeholders and permitting agencies that had jurisdiction
and/or influence over the project to identify requirements,
concerns and obtain feedback pertaining to issues that
qu
affect the permitting, design, construction, schedule, and
cost of the proposed project. The final force main route evaluation report addressed stakeholders' issues, permit feasibility,
project timeframes, preliminary opinions of probable cost, and a recommendation to proceed with the preferred route. The
report also included proposed connection points, overall pipe lengths, construction methods, pipe material, and known or
potential issues and constraints for each route including environmental issues.
Force Main Rehabilitation Design Criteria Package. Based on an approved force main route evaluation report, we
developed a Design Criteria Package (DCP) for the City's force main rehabilitation program. The DCP was used to select a
Design -Build Team for construction of the City's new force main system. The DCP was developed for selection of a Design -
Build Team based on qualifications, experience, project approach, and price. The DCP also included detailed design efforts
necessary to obtain environmental permits through the Department of Environmental Protection (DEP) and the Army Corp
of Engineers (ACOE) to investigate and address environmental impacts for three water crossing. The three water crossings
required the use of horizontal directional drilling construction methods including an Intracoastal Waterway crossing. The DCP
included schematic design drawings for the remaining open -cut force main route, hydraulic modeling of the Main Wastewater
— - -- - — Pump Station and force main system, design plans
for environmental permitting, design criteria for
I construction of the project, documents to address
PIQ„ -07
oY2Gt021.14d Srry 15e5 9exr: GOr.'s..+g?rdesmal $enxes.n00
land ownership issues, design build contracts or
"front end" documents, and associated opinions
of probable construction costs. The DCP included
field survey, environmental survey, geotechnical
analysis, extensive utility data collection,
stakeholder coordination, and governmental
coordination including a wastewater agreement
with the Miami -Dade Water and Sewer Department
(WASD). The DCP was submitted to the State
and approved for both American Recovery and
Reinvestment Act (ARRA) funding and State
Revolving Loan (SRL) dollars.
Kimley> »Horn
