<br />Gary Ratay, P.E.. Project Manager
<br />o Gary has 28 years of civil engineering experience, with particular expertise in general municipal engineering, water /wastewater
<br />® utility design, water resources, stormwater design, project permitting, and construction phase services. His principal areas of
<br />® practice include water distribution, wastewater collection, force main, stormwater, master planning and design, pump station
<br />design, site piping, feasibility, and engineering reports. Gary serves as project manager or project engineer for numerous South
<br />O Florida clients. He served as project manager for City of North Bay Village Wastewater Rehabilitation Program and Town Engineer
<br />® for the Town of Miami Lakes. Additionally, Gary serves as project manager providing a variety of general municipal and utility
<br />® needs to the Town of Cutler Bay, Village of Palmetto Bay, City of Miramar, City of North Miami, City of Plantation and Town of Bay
<br />Harbor Islands. Gary earned his Bachelor of Science degree in Mechanical Engineering from the University of Florida. He is a
<br />® Professional Engineer in Florida.
<br />® Russell Barnes. P.E., Principal -in- Charge
<br />As Kimley- Horn's Florida regional team leader, Russell Barnes is responsible for overall regional results in the following areas:
<br />® quality of all services rendered to clients; quality of personnel; client relations; professional ethics and effective business practices;
<br />® planning; and providing general direction and oversight to development of business, utilization of capital and facilities, and staff
<br />® utilization. He also serves as the firm's principal -in- charge or quality assurance /quality control professional for select projects. A
<br />resident of Weston, Florida, Russell has 27 years of varied civil engineering experience that includes drainage design, roadway
<br />® design, sanitary sewer studies and design, corridor location studies, and intersection design. He has also managed projects with
<br />® extensive interagency and consultant coordination. While Russell has worked on projects throughout the U.S., his primary focus
<br />has been South Florida, specifically Broward, Palm Beach, and Miami -Dade counties. Russell earned his Bachelor of Science
<br />® degree in Civil Engineering from North Carolina State University. He is a Professional Engineer in Florida.
<br />® John Potts. P.E., Quality Assurance /Quality Control
<br />Few water experts know more about the ins and outs of utility system design, operation, and start -up in South Florida than
<br />® John Potts. He has more than 40 years of utilities experience and is recognized as one of the country's leading water experts,
<br />® specifically in the field of advanced water treatment. John also knows the ins and outs of utility system design, operation, and start-
<br />up, having served as Utility Director to South Martin Regional Utility after its inception in 1998. In his role as QA/QC advisor, John
<br />will conduct QA/QC reviews at the end of each project phase to ensure that the project deliverable is not only technically correct,
<br />® but also consistent with the project's objectives. John will review project deliverables for clarity, accuracy, completeness, and
<br />® complete scope compliance. John earned his Bachelor of Science degree in Mechanical Engineering from the University of South
<br />® Alabama. He is a Professional Engineer in Florida and Louisiana.
<br />® Derrick Lewis, P.E., Engineering Deputy Project Manager
<br />® Derrick has more than 16 years of drainage design and project management experience in the public and private sector and has
<br />modeled, designed, permitted, and constructed some of the most complex stormwater management facilities in South Florida. His
<br />® involvement includes coordination with federal, state, and local regulatory agencies. His specialties include roadway engineering,
<br />® stormwater master plans, plans production, permitting, municipal design, stormwater modeling, and NDPES permitting. In addition,
<br />® Derrick served on the FDOT District Six Drainage Technical Advisory Committee and was the Assistant NPDES Coordinator for
<br />the District. Derrick earned his Masters of Science degree in Transportation Engineering from Florida International University and
<br />® his Bachelor of Science degree in Civil Engineering from the University of Central Florida. He is a Professional Engineer in Florida.

<br />Adam Kerr, P.E., Transportation PlanninglTraffic Engineering Deputy Project Manager
<br />Adam is a transportation engineer with 12 years of experience with a variety of transportation planning projects in South Florida.
<br />® Adam's experience includes preparation of major developments of regional impact (DRIB), FDOT action plan analyses, data
<br />® collection coordination, and computer modeling. He has prepared traffic studies, signal warrant analyses, and traffic signal designs
<br />® throughout Palm Beach County and South Florida. He serves as the City Traffic Engineer for the City of Greenacres and provides
<br />traffic and planning consulting services for the City of Boca Raton. Adam has assisted the City of Sunny Isles Beach in preparing
