® Relevant Experience, cont. Russell Barnes, P.E. <br />® obtaining over S8 million in county and state funding in addition to a S1.6 million ISTEA grant through the Metropolitan Planning <br />® Organization for development of a 1.5 -mile bicycle /pedestrian corridor along the oceanfront. <br />® Sanitary Sewer Flow Capacity Study (East Island), Bay Harbor Islands, FL — As project engineer, performed flow capacity <br />analysis of gravity sewer system to determine system deficiencies and identify needed improvements. This study determined the <br />® existing capacity of the system, as well as the capacity after expected development. Performed an impact fee analysis to determine the <br />® sewer impact fee for future development. <br />® Town of Bay Harbor Islands Community Enhancement Master Plan, Bay Harbor Islands, FL — As project manager, oversaw <br />® efforts to develop a comprehensive community enhancement program for the entire town. Key to the development of the program <br />® was the identification of the appropriate cross - section for the Town's residential streets. Of central concern to Town residents was the <br />calming of local traffic, the inclusion of bicycle accommodations, on- street parking, and a typical section that provided a landscaped <br />® area separating the sidewalk from driving lanes. The use of computer- enhanced images was a powerful tool in communicating various <br />® options to area residents, and were highly effective in helping the Town and the neighborhood to identify the solution which best fit <br />® their needs. Performed a variety of services to develop a vision for the initial phase of the Community Enhancement Master Plan <br />including: conducting a series of public workshops to identify the needs of the residents; reaching agreement on minimizing roadway <br />® cross - sections in support of narrowing the street to calm local traffic and permit the use of landscaped areas that separate private <br />® property from the travel lanes; discussing cost alternatives and phasing opportunities that would provide maximum flexibility in project <br />® implementation resulting from limited funding sources; and presenting options for neighborhood entry design that serves to reinforce <br />neighborhood identity, enhance security, and calm traffic. <br />® Town of Bay Harbor Islands Business District Revitalization, Bay Harbor Islands, FL — Served as project manager for this <br />community enhancement program which included design and permitting services, roadway improvements, stormwater management, <br />stormwater treatment, and a stormwater pump station. <br />® Citywide Wastewater Inflow/Infiltration Study and Mitigation Program, Miami Beach, FL — Project manager for the 150 -mile <br />citywide sewer evaluation and trenchless method rehabilitation design project. This highly successful program employed a multi- <br />phased approach beginning with broad program development and proceeding with successively narrowing targets of further study, <br />® resulting in reconstruction of only those portions of the sanitary system that would provide substantial, cost - effective 1/1 elimination. The <br />® initial study identified 8 MGD of infiltration into the system. Subsequent phases involved identifying the sources of the 1 /1, designing <br />corrective rehabilitations, and providing oversight of the construction. By working closely with rehabilitation contractors, Kimley -Horn <br />® was able to obtain some of the lowest per -unit costs in the country. Also developed the concept and application for a South Florida <br />® Water Management District grant for the City of Miami Beach, and have secured $50 million in bond financing. The program was <br />® structured so that the savings in treatment costs would fully pay the debt services on the bonds. <br />® Street Closure (West Island), Bay Harbor Islands, FL — Project manager working extensively with the Town of Bay Harbor Islands <br />® and the FDOT to develop landscaped road closures that form a regal gateway from the west complementing the eastern gateway. The <br />permanent landscaped road closures were designed to improve safety and significantly enhance the roadways on the west island. Key <br />® to implementation of the project was our successful application for an FDOT Beautification Grant .
