costs and avoid schedule delays due to
accidents. Roadways within the county
vary from two -lane two -way to four lanes
with a median. MOT plans for each type of
roadway is illustrated below.
Two -Lane Two -Way, Working Within
the Travel Way
This MOT plan is very important due to
the lack of space and the close proximity
of the work area to the general public.
The work area will typically take one full
lane. Flagmen will direct traffic from both
directions through the remaining lane. Since
the work zone will constantly move, there is
no need for concrete barriers. The proper
traffic control signs and devises will help all
drivers safely maneuver around our work
zone. It will also be used, if micro - tunneling
is required for complex canal or highway
crossings. The working and receiving shafts
operate similar to the open -cut work zone.
Multilane, Work Within the Travel Way
This MOT also has a close proximity to the
general public. The work area will typically
take one full lane. Channelizing devices
will allow drivers with the required time and
space to properly merge into one lone.
Since the work zone will constantly move,
there is no need for concrete barriers. The
proper traffic control signs and devises will
help all drivers safely maneuver around our
work zone.
Final Opinion of Probable
Construction Cost Estimate
The opinion of probable construction
costs will be updated to reflect final
design documents, including supporting
documentation and quantity takeoffs.
Permit Compliance Matrix
A matrix including all required permits will
be developed from research and contacts
in Phase I. The compliance matrix will
include target dates for acquisition, permit
conditions /dates, and status for tracking
purposes.
QA /QC Reviews
The team will conduct internal QA /QC,
constructability and operability reviews
continually throughout the design process.
At the 60% and 90% completion stages,
workshop review sessions will be conducted
with the City. Comments and resolution will
be documented for the project files
Pre - Construction Video Survey
A detailed video and photo documentation
of pre- existing conditions along proposed
routes will be conducted by the CES Team.
Where construction is planned near existing
structures, additional documentation and/
or devices may be recommended to
monitor vibration during contraction.
Key Deliverables:
• Plans and specifications
• Detailed subsurface investigation report
• Opinion of Probable Construction Costs
• Preliminary construction schedules
• Technical reports and memoranda
as appropriate: comment responses,
design criteria, geotechnical data,
permits and agency approvals, risk
evaluation, right -of -way acquisition,
utility conflicts, and value engineering.
Phase III: Post - Design
The CES Team will support the City during the
bid and construction phases as described
in the RFQ.
Pre -Bid Meeting
Our team will assist the City to conduct a pre -
bid meeting with the City and prospective
bidders. CES will provide meeting minutes
and distribute to bidders if desired by the
City.
Bid Phase Assistance
We will respond to technical questions
and provide addenda as required during
the procurement. All responses will be
coordinated with the City procurement
processes.
Bid Tabulation and Analysis
Our team will tabulate and review bids
received for responsiveness, and issue
recommendation for award if desired.
Construction Phase Services
During construction, our team will
make periodic site visits, provide shop
drawing and submittal reviews, respond
to Contractor Requests for Information
(RFIs(, issue designer clarifications, review
proposed change orders (PCOs(, analyze,
construction schedule, and update and
participate in site /progress meetings.
City of Sunny Isles Beach qg
Con;inuirg 'roiessiorcl Seriices , "or Engineering
R.=Q No. 1= -07 -02
August 12, 2014
