PROJECT APPROACH <br />Craig A Smith and Associates (CAS) is a client - oriented firm. Our philosophy is to work with the <br />City's Staff to provide the best possible services and solutions to complete the project cost effectively <br />and within the City's budget. CAS works within a team approach while making the City's Staff an <br />integral part of the team. All projects will be developed in the most cost effective project scopes to <br />achieve successful results. CAS will also investigate possibilities for outside funding of projects when <br />at all possible. <br />The CAS philosophy utilizes a phased approach towards assisting the City in problem solving and <br />for implementation of the project. Our project approach is follows: <br />PHASE I — PROJECT DEVELOPMENT AND PLANNING <br />• Meeting with City Staff to develop the project scope <br />• Develop a fee proposal to match the project scope <br />• Finalize the scope and proceed with a kickoff meeting with the City Staff <br />• Schedule of Values and Costs to City <br />PHASE II — DESIGN ENGINEERING <br />• Survey site as needed <br />• Soil borings and testing as required <br />• Review existing plans and evaluate field conditions <br />• Utility Locates utilizing available designating technologies if needed <br />• Utilize necessary Engineering design methods <br />• Establish all design requirements <br />• Establish all permitting requirements <br />• Prepare preliminary cost estimate <br />• Prepare preliminary engineering project report <br />• Quality control meetings with CAS staff <br />• Meet with City Staff to review project design, schedule and budget <br />• Prepare preliminary Bill of Materials <br />PHASE III — FINAL ENGINEERING <br />• Preparation of final construction plans <br />• Preparation of final specifications and contract documents <br />• Finalize cost estimate <br />• Meet with City Staff to review project design, schedule and budget <br />• Finalize permitting <br />• Provide Bill of Materials for purchase of equipment <br />Craig A.
