F1� x ovR <br />FLORIDA'S PARADISE <br />August 13, 2013 <br />To Whom It May Concern: <br />Craig A. Smith and Associates (CAS) has been the Village Engineer for the past twenty - <br />four years and handles all of our ongoing engineering needs including stormwater, <br />water, sewer, utility locations and FDOT LAP projects. <br />Bal Harbour Village was incorporated in 1946, and is on a barrier island close to sea <br />level, which created flooding problems for the Village. CAS has helped to resolve these <br />issues, designing and successfully permitting a collection system and 90 cfs stormwater <br />pump station to remove the flood waters. In addition to resolving the stormwater issues <br />of the Village, <br />j CAS has also worked continuously with the Village to maintain and operate its water <br />distribution and sewer collection system which is over 60 years old. Last year, CAS <br />completed a sewer force main and water main projects on Collins Avenue for the <br />Village. This was a high profile project involving three municipalities including the <br />Village, Surfside and Miami Beach as well as substantial coordination with FDOT as the <br />work occurred with their right -of -way. The project was completed with no problems, on <br />4 time and within budget. <br />In addition to the water, sewer and stormwater engineering design services which CAS <br />has provided and continues to provide, they have also recently completed an FDOT <br />LAP project for crosswalks throughout the Village on two FDOT roadways. In addition to <br />the required engineering services, CAS also performed the required surveying services <br />for this and other such projects, performing all Sunshine One Call utility locations for the <br />E Village owned Utilities from 2009 to present. <br />The Village remains satisfied working with the entire CAS staff and specifically Peter <br />Kunen, P.E., William Landis and Stephen Smith, P.E.
