RESOLUTION NO. 2023- �3-A <br />A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, <br />FLORIDA, ADOPTING A DUNE MASTER PLAN; AUTHORIZING THE CITY MANAGER <br />TO DO ALL THING NECESSARY TO EFFECTUATE THIS RESOLUTION; PROVIDING <br />FOR AN EFFECTIVE DATE. <br />WHEREAS, on January 20, 2022, pursuant to Ordinance 2022-576, the City of Sunny Isles <br />Beach ("City") created an Environment Sustainability Advisory Committee ("ESAC"), the purpose <br />of providing guidance and advice regarding the City's efforts to provide and promote general <br />environmental improvement trends, or "green initiatives," and "sustainable development," <br />which is herein defined as a pattern of resource use that aims to meet community needs while <br />preserving the environment so that these needs can be met, not only in the present, but in the <br />indefinite future; and <br />WHEREAS, pursuant to the ESAC's powers and duties, the ESAC made an advisory <br />recommendation that the City develop and adopt a Dune Master Plan; and <br />WHEREAS, dunes are an important part of the City's coastal ecosystems that provides a <br />habitat to a distinctive subset of regional biota, including the City's sea turtles; and <br />WHEREAS, coastal dunes provide coastal storm protection by maintaining and supplying <br />sand to the City's beaches, protecting inland coastal areas from storm damage and flooding by <br />coastal waves and elevated sea levels through the elevation and stored sand volume; and <br />WHEREAS, a Dune Master Plan empowers the City to better understand the ongoing <br />needs of the City's coastal native landscape and provides a comprehensive action plan to achieve <br />and sustain coastal resiliency by providing standards and recommendation for dune creation, <br />preservation, and maintenance; and <br />WHEREAS, pursuant the ESAC's recommendations, on July 20, 2022, the City engaged the <br />South Florida Audubon Society to assist with the development of a Dune Master Plan; and <br />WHEREAS, at a duly noticed workshop on December 5, 2022, a draft Dune Master Plan <br />was presented by ESAC to the City Commission; and <br />WHEREAS, on June 15, 2023, the ESAC requested that the City Commission formerly <br />adopt the Dune Master Plan, attached hereto as Exhibit "A", to provide coastal landowners with <br />recommended standards for dune creation, preservation, and maintenance; and <br />WHEREAS, the City Commission has reviewed the Dune Master Plan, and accepts the <br />ESAC's recommendation to adopt the same, which master plan is attached hereto as Exhibit "A". <br />NOW, THEREFORE, BE IT ORDAINED BY THE CITY COMMISSION OF THE CITY OF SUNNY <br />ISLES BEACH, FLORIDA: <br />R2023 Adopting Dune Master Plan Page 1 of 2 <br />
