Options and op- <br />portunities include grants, loans, stormwater assess- <br />ments, and public /private partnerships. We have as- <br />sisted other municipalities by obtaining grant funding <br />for a variety of utility improvement projects. <br />Throughout all phases of a project, CGA makes a com- <br />mitment to provide the utmost levels of quality con- <br />trol and professionalism in the realization of the cli- <br />ent's vision and plan. Additionally, we take great pride <br />in always seeking mechanisms and means through <br />which projects can be more sustainable on our econ- <br />omies and environment while keeping stakeholders <br />and residents informed. <br />CGA PROCESS <br />The design team at CGA has developed a tiered meth- <br />odology of project design development that applies to <br />this RFQ's scope and has proven as an effective mech- <br />anism to adequately ensure proper development of a <br />project and inclusion of the Client or stakeholders in <br />the process. This process is outlined and described as <br />follows: <br />• Scoping & Planning <br />• Inventory & Data Collection <br />• Analysis and Modeling <br />• Design schematics <br />• Stakeholder input <br />• Design development <br />• Final Model and Report <br />Scoping and Planning - The CGA Team will have a <br />project kick -off meeting with the Client's Project Man- <br />ager to obtain a full understanding of the project pa- <br />rameters, community sensitivities, areas of concern, <br />time constraints, and economic requirements. We will <br />then prepare a project schedule and budget as we ini- <br />tiate inventory and data collection efforts. The sched- <br />ule will be prepared in Microsoft Project or Primavera <br />P6 to facilitate effective project management and exe- <br />cution of the work in the optimum timeframe while al- <br />lowing tracking of task completions and of milestones. <br />Inventory & Data Collection - Throughout the in- <br />ventory phase, all pertinent information affecting the <br />design and impact of project are assembled and com- <br />pared against the City's existing. Throughout this pro- <br />cess topographic information is verified for acceptable <br />level of accuracy with the addition of any new utility <br />features. Utility request letters are sent out, permit re- <br />search is conducted and site visits are made. Coordi- <br />nation with adjacent projects would occur during this <br />initial phase. Soil and water sampling, any required <br />environmental assessments and geotechnical analysis <br />would get started in order to have the required data <br />and reports ready for the analysis phase of the project. <br />Analysis and Modeling- Once all the information has <br />been assembled through the inventory phase, design <br />staff conducts analyses to interpret the data through <br />modeling software and provides scenarios with simu- <br />lations - principally to identify and foresee any poten- <br />tial conflicts and constraints, as well as to shed light <br />on additional opportunities available that will further <br />the success of the project, be it via design or through <br />the logistical process of documentation, permitting or <br />construction. Additional site visits to verify informa- <br />tion as well as pre- application meetings with the agen- <br />cies occur during this phase. <br />Design Schematics - Conceptual design schematics <br />are presented that describe the overall concept of and <br />vision for the project and target areas, program dis- <br />tribution and potential detail and material finishes <br />that will contribute to the finish character of the plan. <br />These conceptual plans are utilized for meetings with <br />relevant City staff in anticipation of community meet- <br />ings. These plans will be utilized to coordinate with <br />adjacent utility owners /operators. <br />Stakeholder Input - It will be essential to engage <br />stakeholders, solicit their input and incorporate that <br />input early on in the design process to obtain buy -in <br />from those individuals most impacted by a project. <br />Design schematics allow for modulation of the design <br />to meet the needs and requests made by stakeholders, <br />while presenting a stage of the process that conveys <br />commitment from the investor. <br />Design Development - Once stakeholder input has <br />been obtained and implemented in the design, the <br />design then enters into a development phase wherein <br />our design team narrows in on the details and specif- <br />ics of the project, pending a final design approval by <br />the Client while meeting the current regulatory re- <br />RFQ No. 14 -07 -02 1 Continuing Professional Services 56 <br />
