The City prefers these lifts to be installed <br />perpendicular to the existing dock to minimize the impact to the overall dock area and maximize the <br />area for future uses. In order to accomplish this layout and to allow for easy access on and off the <br />boats an additional finger pier needs to be installed between the lifts, which was not part of the <br />original specifications included in the RFP. <br />In an effort to conduct market research, Purchasing contacted Neptune Boat Lifts, who disclosed thal <br />they only manufacture boatlifts and do not provide pricing directly to customers. They only share <br />pricing information with marine contractors. <br />After the Cone of Silence lifted, Purchasing contacted the contractors who received the RFP tc <br />understand why they did not participate in the bidding process.
