CITY OF SUNNY ISLES BEACH, FLORIDA <br />NOTES TO FINANCIAL STATEMENTS <br />FOR THE FISCAL YEAR ENDED SEPTEMBER 30, 2023 <br />NOTE 1 - SUMMARY OF SIGNIFICANT ACCOUNTING POLICIES (CONTINUED) <br />C. MEASUREMENT FOCUS, BASIS OF ACCOUNTING, AND FINANCL4L STATEMENT <br />PRESENTATION (CONTINUED) <br />Amounts reported as program revenues include 1) charges to customers or applicants for <br />goods, services, or privileges provided, 2) operating grants and contributions, and 3) capital <br />grants and contributions. Internally dedicated resources are reported as general revenues <br />rather than as program revenues. Likewise, general revenues include all taxes, whose <br />purpose has not been restricted to a specific program. <br />Proprietary funds distinguish operating revenues and expenses from non-operating items. <br />Operating revenues and expenses generally result from providing services and producing <br />and delivering goods in connection with a proprietary fund's principal ongoing operations. <br />The principal operating revenues of the Stormwater Fund are charges to business and <br />residential customers for stormwater system maintenance. Operating expenses report on the <br />costs to maintain the stormwater system, the cost of sales and services, administrative <br />expenses and depreciation on capital assets. All revenues and expenses not meeting this <br />definition are reported as non-operating revenues and expenses. <br />D. PROPERTY TAXES <br />Under Florida law, the assessment of all properties and the collection of all county, <br />municipal, school board and special district property taxes are consolidated in the offices of <br />the Miami -Dade County Property Appraiser and Miami -Dade County Tax Collector. The <br />laws for the State regulating tax assessments are also designed to assure a consistent <br />property valuation method statewide. <br />State Statutes permit municipalities to levy property taxes at a rate of up to 10 mills ($10 <br />per $1,000 of assessed taxable valuation). The millage rate assessed by the City for the <br />fiscal year ended September 30, 2023 was 2.0000 mills. <br />The tax levy of the City is established by the City Commission prior to October 1 each year, <br />and the County Property Appraiser incorporates the millage into the tax levy, which <br />includes Miami -Dade County, Miami -Dade County School Board and special taxing <br />districts. <br />All property is reassessed according to its fair market value as of January 1 each year. Each <br />assessment roll is submitted to the Executive Director of the State Department of Revenue <br />for review to determine if the rolls meet all of the appropriate requirements of State <br />Statutes. <br />29 <br />
