Summary Minutes: Regular City Commission Meeting September 18, 2014 City of Sunny Isla Beach, Florida <br />Lam' Freedman, Architect, showed several renderings and a 31) model of the Project. He <br />went through highlights of the project which are three (3) basic components, two (2) slender <br />51 -story towers, approximately 643 feet tall, and a 3 -level amenity building in the center that <br />will be called the Villa, which will be a traditional style amenity feature. The Villa will <br />feature a restaurant, club rooms, health clubs with spa and amenities, theaters, game rooms, <br />indoor sports, and all kinds of recreation amenities. The residential towers are going to have a <br />very small footprint, as a matter of fact, there are about 11,000 square feet per level which is <br />quite small. There is about a 100 -foot spacing between the towers. There will be 95 <br />residential units per building for a total of 190 units, typically it will be two (2) units per floor, <br />one unit will be about 4,350 square feet, and the other unit should be around 5,000 square <br />feet. The penthouse will occupy the top floor, with an outdoor pool, sun deck, and all kinds of <br />features. Basically the tower design and the project design is like a transitional or evolution <br />from the original Acqualina project. We are looking to maintain a lot of the traditional <br />elements in the design and to start adding more contemporary elements like floor to ceiling <br />glass, glass balcony, and glass with aluminum balcony railings, and other modem elements. <br />On the rendered site plan it depicts basically most of the site is either green, water, paper <br />patterns, it is all kinds of landscaped elements. What you see in white is the only thing that <br />will depict the area of the towers and the amenity building, and those two (2) connections link <br />the two towers with the amenity building and that is the arcade in between. On the east side is <br />the recreation deck, pools, levels, water features, etc., and to the west is the arrival court at the <br />second level and gentle sloping ramps will lead you up to the arrival court and introduce you <br />to the porte-cochere and into the lobbies. Everything below is the parking structure, one level <br />of parking, concealed to the public as well as all the building functions like loading, building <br />services, mechanical spaces, etc. That last image is basically a slice through the typical floor <br />of one of the towers, the two beige elements represent the footprint of the towers. <br />Mr. Schulman demonstrated what the towers will look like with and without the TDRs. This <br />project is a great example of what we call "Tall and Slim' allowing the air and light. It <br />preserves the views, inner light, and a great example of tall and slim. We reviewed staff <br />conditions and we have no problems with them except one condition, condition Number 27 <br />requires that we pull a building permit within 24 months, which is the standard Code <br />provision, we have requested 48 months in addition to that. The rationale for that is that we <br />have a plan of termination this is an existing condominium, and so you have to go through the <br />whole statutory procedure and file a plan of termination. Our plan for termination calls for the <br />actual closing not to take place until late November 2017, and so we will not have fee simple <br />title until that time. Plus as you can see this is a big project, it is probably going to be one <br />tower at a time in both marketing and in construction. Taking that into account they <br />respectfully request the entire 72 months, staff has reviewed it and favorably recommended it, <br />and we ask you to modify that condition accordingly. <br />Mayor Edelcup opened the public hearing. Vitaly Pilyaysky, President of the Association <br />representing about 360 unit owners at the Trump International. He said the building that is <br />going up will be beautiful but their concern is, the building is right next to them, and they <br />wanted to be sure that all the debris, if there is any kind of damage, or un- seeable things that <br />come up, they wanted to make sure the developer will be willing to work with them, and they <br />indicated they would work with them but he wanted it on record.
