Russo, City Manager <br />DATE: 10/16/2014 <br />RE: PBA Salary Survey /New Step Plan <br />RECOMMENDATION: <br />Staff is recommending Commission approve the attached Salary Survey and <br />Step Plan, with two (2) additional stepa for Sergear. 3, which will be retroactive to <br />October 1, 2014. <br />REASONS: <br />The City entered into a collective bargaining agreement with the Dade County <br />Police Benevolent Association on March 15, 2012. In Article 10, Section 5 of the <br />contract, the City was to undertake a Step Program Survey to include Aventura, <br />Bal Harbour, Surfside and Hallandale Beach. This survey was conducted in the <br />same manner as it was 2012. All through this process over the past several <br />months I have met with representatives of the Police Union to keep them <br />informed and to solicit their input on all matters of comparability and other issues <br />that arose. This was my first experience with a union in the City of Sunny Isles <br />Beach. I cannot emphasize enough the level of collaboration that took place for <br />which I thank the representatives and members of the PBA. As such, the new <br />step plan is outlined in Attachment A. The survey with the other four (4) cities is <br />outlined in Attachment B. <br />
