Page 6 of 6 <br />In the absence of this criteria, Owner sought a COA for demolition. The City Code <br />similarly fails to provide specific, objective criteria relevant to demolition. Lacking sufficient <br />guidelines, the HPB arbitrarily chose to rely on City Code provisions related to rehabilitation. As <br />evidence by the COA Denial, this resulted in decisions related to Owner's Property that were left <br />to arbitrary HPB determinations that require reversal. <br />III. CONCLUSION <br />In light of the foregoing, Owners respectfully request that the City Commission reverse the <br />COA Denial.
