Information Provided by the Applicant <br />Although information provided by the applicant is not applicable to the review criteria for <br />demolition of 334 Atlantic Avenue, it has been reviewed here as related to the larger issue of <br />historic resources, sea level rise, flooding, and climate change. <br />The engineering report provided by the applicant notes the following: <br />• "No structural analysis was performed on the building to determine the capacity of the <br />structural systems." <br />• "Building constructions and standards of the 1930s are considered deficient by today's <br />standards. This applies to this structure and other structures built in the 1930s. This <br />building does not comply with current building code." <br />• "To bring this building into compliance, it must undergo level III alteration of the Florida <br />Building Code 2020 (7th edition) for existing structures. This means that the building has <br />to be strengthened to comply with the current Florida Building Code. Which means that <br />the roof connection tie downs have to be implemented to strengthen the roof and lateral <br />load structural systems have to be installed, such as shear walls. Wall openings such as <br />doors and windows and the exterior CMU walls must be reinforced. All corners of the <br />building would need concrete columns. Hence, the foundations also must be <br />strengthened to resist such lateral loads." <br />• "We noted the current building has some deficiencies that might [italicized added for <br />emphasis] compromise the integrity of the structure in case of a hurricane or storm <br />scenario." <br />• Information is shared on the data from the results of the concrete core testing, but not <br />analyzed to summarize the results. <br />• Mitigation options are suggested: <br />• "In order to raise the structure a complete foundation rehabilitation and redesign <br />need to occur to sustain the jacking loads." <br />• "Level III alteration would require demolition of the corners of the house to add <br />corner columns." <br />• "Floor ledgers (2nd floor) need to be installed to comply with current code and <br />standards." <br />• "Pursuant to FEMA, if the cost of the renovations exceeds 50% of the value of the <br />structure without the land, the structure has to be elevated to meet current flood <br />requirements. Therefore, raising the house up to needed elevations for compliance is not <br />feasible, the whole structure would have to be upgraded for level III alteration required <br />by Florida Building Code 2020 — 907.3 Existing structural elements carrying gravity loads <br />and 907.4 Existing structural elements resisting lateral loads." <br />In response to the engineering report and associated request letter: <br />• Non-compliance with the Building Code is true of the majority of similarly situated historic <br />structures. It is not a reason to de -designate a landmarked structure. <br />• The report notes what is needed to bring building into compliance, but does not address <br />cost or Building Code variances that may be an option. <br />Page 95 of 98 106 <br />
