to a permitted facility for lawful disposal. The permittee has the option to confirm the <br />contamination by means of state -approved water quality sampling and analytical methods. <br />Dewatering effluent cannot be discharged into any structure connected to a public sanitary <br />sewer system. (section 24.42-4 (2)(b)) <br />The equipment used for regular maintenance and cleaning of stormwater and utility <br />infrastructure must have its contents fully evacuated and the equipment shall be cleaned before <br />being used for subsequent maintenance and cleaning operation in a system that is not within the <br />responsibility of the same utility owner, or at a different project or construction site even when <br />the new construction site has the same owner. <br />The permittee must keep records of the dewatering activities performed as prescribed by the <br />required Class V permit conditions and provide the records upon request to the Division of <br />Environmental Resources Management staff. <br />3.2 Dewatering operations associated with emergency temporary flood protection <br />■ Class V permit must be obtained before the commencement of dewatering operations, in <br />accordance with section 2.0 of this guidance. <br />■ The dewatering effluent must be pretreated for sediments, silt, and oils if the discharges are <br />proposed into surface water, or a drainage system that is connected to an outfall or overflow <br />structure. <br />■ The proposed point of discharge must have sufficient capacity to receive the proposed <br />emergency effluent volumes, and the dewatering operation shall not cause water overflows, <br />flooding, a worsening of the water quality in the receiving body of water, and/or other impact <br />on adjacent properties. <br />■ The dewatering operation shall not result in the discharge of organic or inorganic matter into <br />surface water, cause clogging of the existing drainage system by silt or sediments, or impair the <br />functionality of the existing drainage system. The proposed activities and operation may not <br />result in adverse impacts to natural resources, submerged lands, or the quality of surface waters, <br />including but not limited to scouring, turbidity, or siltation. <br />■ The discharge point(s) must be monitored to identify any potential impact on water quality. The <br />dewatering operation must be stopped immediately if such signs are observed. <br />■ Commencement of emergency dewatering operations as allowed under this section, must be <br />immediately communicated to the Division of Environmental Resources Management staff for <br />monitoring and follow-up. <br />■ Any deviations of the approved Class V conditions or locations must be immediately <br />communicated to the Division of Environmental Resources Management staff for monitoring <br />and follow-up. <br />4. Emergency dewatering activities. <br />If an emergency dewatering is required to alleviate flooding, and a Class V permit has not been <br />obtained, the Division of Environmental Resources Management, Water Control Section staff <br />must be notified immediately. This notification must include the following information <br />regarding the required dewatering operation: commencement of discharge, the location(s) of <br />the dewatering activities, the number of deployed pumps, the point of discharge, discharge rates, <br />and contact information for the personnel in charge. <br />The best management practices listed in this policy must be followed and implemented during <br />the emergency dewatering operations. <br />Page 3 of 4 <br />
