F L'S3 <br />City of Sunny Isles Beach <br />18070 Collins Avenue <br />Sunny Isles Beach, Florida 33160 <br />(305) 947-0606 City Hall <br />(305) 949-3113 Fax <br />MEMORANDUM <br />TO: Honorable Mayor and City Commissioners <br />FROM: Stan Morris, City Manager <br />DATE: March 20, 2025 <br />RE: Authorization to Negotiate and Execute an Agreement with Garland/DBS, <br />Inc. to Replace the Government Center Roof <br />RECOMMENDATION: <br />Staff recommends approval of this Resolution. <br />REASONS: <br />During a meeting with the Police Department to discuss the placement of the Nest for the Autonomous <br />Drone—approved for purchase by the City Commission in January 2025—it became evident that a roof <br />replacement needed to be expedited. The Nest installation could begin as early as June, but the roof <br />should be replaced beforehand. The designated location for the Nest is the largest section of the roof <br />and will require approximately 12 weeks to complete. <br />Public Works has budgeted for roof replacements at the Government Center (GC) this fiscal year. The <br />existing roofs are 20 years old and experiencing leaks. The roof of the Commission Chambers has <br />already been completed. The 2 sections of the library roof, the elevator shaft roof, and main building <br />roof need to be replaced. However, the procurement process did not begin until after the new fiscal year <br />was underway. We are now finalizing an agreement with Garland/DBS, Inc. (Garland), which will be <br />presented for your approval at the April Commission meeting. The agreement is a piggybacking OMNIA <br />Partners Contract No. PW1925. <br />To prevent any delays in the Nest installation, staff recommends providing the City Manager with the <br />authority to negotiate and execute an agreement with Garland/DBS, Inc., up to an amount not to <br />exceed $1,343,913.00, which includes a contingency in the amount of $70,000.00, to replace the <br />remaining section of the GC roof. This authorization is contingent upon review for legal sufficiency by <br />the City Attorney prior to execution. The agreement will then be presented at the April 17, 2025, <br />Item Number: 9.F <br />137 <br />
