City of Sunny Isles.Beach <br />18070 Collins Avenue <br />Sunny Isles Beach, Florida 33160 <br />(305) 947-0606 City Hall <br />(305) 949-3113 Fax <br />MEMORANDUM <br />TO: Honorable Mayor and City Commissioners <br />FROM: Jeniffer Viscarra, Commissioner <br />DATE: April 17, 2025 <br />RE: Expressing Support for Florida Senate Bill 430 and Florida House Bill 1607 <br />Regarding Cardiac Emergencies <br />RECOMMENDATION: <br />Presented for consideration. <br />REASONS: <br />Senate Bill 430 and House Bill 1607 strengthen student and staff safety by ensuring Florida public <br />schools are better equipped to respond to sudden cardiac emergencies. These bills require schools to <br />provide hands-on CPR and AED (automated external defibrillator) training for students at multiple <br />grade levels and mandate the presence of at least one operational AED on school grounds by July 1, <br />2027. They also require schools to establish cardiac emergency response plans (CERP or PULSE), <br />developed in coordination with local emergency services and aligned with evidence -based best <br />practices, such as those recommended by the American Heart Association.
