REASONS: This policy establishes guidelines for issuing ceremonial recognitions by the City Commission. Staff is proposing issuing a "Key to the City", which would become the highest honor bestowed by the City Commission. This recognition would be reserved for individuals or organizations with extraordinary contributions and is limited to five per year, requiring City Commission approval. The next honor that may be bestowed is a proclamations. This document is reserved to recognize significant civic contributions by individuals to the community, or to recognize significant events or awareness campaigns throughout the year. Proclamations would be limited to two per month, per Commissioner, and also requiring Commission approval. Certificates of Appreciation/Achievement acknowledge community service, achievements, and contributions but do not require approval or have issuance limits. To ensure fairness and transparency, restrictions include prohibiting recognitions for political candidates, individuals with criminal or ethical violations, and current or former elected officials of the city. Additionally, an incumbent Commissioner may not request a proclamation within six months of an election. Recognitions requiring Commission approval will be voted on in the month prior to issuance, and a public list of awarded Keys to the City and Proclamations will be maintained on the City's website.
