1. Background <br />The City of Sarasota has a population of approximately 58,000 and is in a high-density traffic area and <br />regularly experiences traffic incidents related to the failure of motorists to obey duly erected traffic <br />control devices, which exposes the citizens to the dangers of personal injury and property damage. <br />The City and the Police Department are concerned with the number. of red light traffic crashes and <br />their cost in human terms as well as property damage. This strategy is being considered to <br />effectively reduce the significant dangers presented to motorists and pedestrians by the failure to stop <br />for a red light. <br />The City believes an automated camera red light traffic enforcement system will be effective <br />in enforcing laws requiring vehicles to stop for red lights; therefore, freeing City police <br />personnel to r e s p o n d to other, and sometimes more significant incidents as well as <br />serious crime. <br />A camera would be installed on or near streets in the City, at selected locations chosen by the City. <br />Via this RFP document the City of Sarasota is soliciting proposals for the implementation, <br />administration and servicing of an automated camera red light traffic enforcement system. This system <br />should combine vehicle detection and digital imaging technology with a complete turnkey program for <br />supplying, installing, powering, and maintaining the cameras and all other components. In addition, <br />the contractor's solution should include a computer system capable of performing the following <br />tasks: <br />a. Store images/video evidence for red light camera violations <br />b. Display the images with sufficient qualityfor the police department to verify each <br />violation <br />C. Print and mail notices as required by the police department <br />d. Live monitoring and recording of video via a smart phone or tablet. <br />e. Can utilize LPR technology while capturing red light camera violations <br />f. Collect fines <br />g. Provide with notifying violators of scheduled appeal hearing dates <br />h. Provide with notifying violators of appeal adjudications <br />This system should be accessible on the Internet by anyone desiring to review and/or pay a Notice of <br />Infraction fine that has been provided access by the Police Department, as well as Police Department <br />staff to perform the tasks described in this RFP. This should be accomplishable with only a personal <br />computer, an Internet connection, a web browser, and security authorization. <br />The contract resulting from acceptance of a proposal by the City shall be in a, form supplied or <br />approved.by the City, and shall reflect the specifications in this RFP.
