r t FLO0" 54A <br />5 <br />City of Sunny Isles Beach <br />18070 Collins Avenue <br />Sunny Isles Beach, Florida 33160 <br />(305) 947-0606 City Hall <br />(305) 949-3113 Fax <br />MEMORANDUM <br />TO: Honorable Mayor and City Commissioners <br />VIA: Stan Morris, City Manager <br />FROM: Rick Labinsky, P.E., City Engineer <br />DATE: June 17, 2025 <br />RE: Approval of Project Agreement with Keith and Associates to Perform a <br />Vulnerability Assessment <br />RECOMMENDATION: <br />Staff recommends approval of this Resolution. <br />REASONS: <br />In August 2024, the City applied for a grant through the State of Florida Department of Environmental <br />Protection to fund a Vulnerability Assessment Study and Adaptation Plan. The City was approved for a <br />Resilient Florida Planning Grant in January of 2025 in the amount of $257,000.00. The City has <br />completed the grant funding submittal and is waiting for the final grant agreement to be returned. <br />The state funded Vulnerability study will examine the exposure of the City's critical assets to high tide <br />flooding, storm surge, and compound flooding. It will analyze those risks, develop recommendations for <br />adaptation, and engage residents in focus group discussions about the results. The Study will identify <br />how and to what degree the City's assets and critical infrastructure are vulnerable to climate impacts <br />and sea level rise. The assessment will employ National Oceanic and Atmospheric Administration's <br />(NOAA) sea level rise projects, Federal Emergency Management Agency (FEMA) storm surge depth <br />grids, Light Detection and Ranging (LiDAR) digital elevation models (DEM), and City and Miami Dade <br />County Geographic Information Systems (GIS) datasets to assess the vulnerability of the City's public <br />assets and infrastructure to a changing climate. The goal of the Study is to identify at -risk City assets by <br />assessing their exposure and sensitivity and then prioritizing them with the help of City staff. Sensitivity <br />levels indicate the degree to which an asset might be at risk by determining how much exposure it <br />receives. <br />Item Number: 9.E <br />159 <br />
