RESOLUTION NO. 2025-33 <br />A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, <br />FLORIDA, APPROVING SECOND AMENDMENT TO THE MASTER SERVICES <br />AGREEMENT WITH AXON ENTERPRISES, INC. FOR THE PURCHASE OF A VIRTUAL <br />REALITY TRAINING SYSTEM, IN AN AMOUNT NOT TO EIGHTY-SIX THOUSAND <br />SIX HUNDRED FIFTEEN DOLLARS AND SIXTY-EIGHT CENTS ($86,615.68) <br />ATTACHED HERETO AS EXHIBIT "A"; AUTHORIZING THE CITY MANAGER TO DO <br />ALL THINGS NECESSARY. TO EFFECTUATE THIS RESOLUTION; PROVIDING FOR <br />AN EFFECTIVE DATE. <br />WHEREAS, the City of Sunny Isles Beach (the "City") is committed to equipping its Police <br />Department with innovative tools that enhance officer preparedness, public safety, and <br />community engagement; and <br />WHEREAS, Axon Enterprises, Inc. (the "Vendor") offers a state-of-the-art Virtual Reality <br />Training System (the "VRTS") that enables law enforcement personnel to engage in immersive, <br />scenario -based simulations designed to replicate real-life encounters and high-pressure <br />decision-making environments; and <br />WHEREAS, the VRTS platform includes specialized modules such as discretionary <br />shooting scenarios and autism encounter training, allowing officers to develop empathy -driven <br />responses and refine tactical judgment across a diverse range of community interactions; and <br />WHEREAS, the VRTS supports training in de-escalation, crisis response, and weapons <br />proficiency through realistic simulations, enhancing muscle memory and situational awareness <br />without the need for live cartridge consumption; and <br />WHEREAS, the Vendor has provided the City with a quote for the purchase of the VRTS <br />and related equipment and training; and <br />WHEREAS, the City will utilize the pricing and terms under Sourcewell .Contract No. <br />101223-AXN; and <br />WHEREAS, pursuant to section 62-13(I) of the City's Code of Ordinances, purchases <br />made through intergovernmental cooperative purchasing arrangements or purchasing <br />consortiums organized as a corporation not for profit whose members are governmental <br />entities, provided that such cooperative purchasing arrangements or consortiums provide for a <br />competitive process to select a vendor are exempt from the City's competitive bidding <br />requirements; and <br />WHEREAS, funding for this purchase has been allocated in the City's budget for Fiscal <br />Year 2025-2026; and <br />WHEREAS, the City Commission of the finds that it is in the best interest of the City to <br />purchase the VRTS from the Vendor, in a total amount not to exceed Eighty -Six Thousand Six <br />Hundred Fifteen Dollars and Sixty -Eight Cents ($86,615.68), attached hereto as Exhibit "A". <br />@BCL@0415F6DD Page 1 of 2 300 <br />
