Section 7. The City and the PBA agree that there will be no collective bargaining <br />negotiations attempted or entered into between any persons other than the City Manager and/or his <br />designee and designated representatives of the Association. Any attempt to circumvent the proper <br />bargaining process shall be deemed grounds for either party to file an unfair labor practice and shall <br />result in appropriate charges being filed against the offending party. <br />-11- <br />137 <br />
