DATE: August 21, 2025 RE: Approval of a Lease Agreement with the Miami -Dade County Public Library System RECOMMENDATION: Staff recommends approval of this Resolution. REASONS: Dating back to December 9, 1999, through Resolution 99-183 and subsequently Resolutions 2000-208, 2001-315, and 2002-443, there has been a strong desire by the City to have a library located within it's government center. The original agreement provided for the City to build out a space of 7,500 square feet plus a programming room. The agreement was for an initial 20 year term for rent payment of $1 per year plus their proportionate share of utilities and maintenance. The library provided a design plan, all furniture, shelving, books, supplies and equipment, including computer equipment. The library is open and available for all Miami -Dade County residents. In 2011, the City wished to extend the hours of the library. To accomplish this, the City entered into an amendment to the agree to pay the salary expenses of the extended hours. This amendment was for a term of one year and at a cost of $13,330.24 to the City. Since this time, the County has remodeled the library and invested $750,000. The community is appreciative of the services they provide. Through negotiations, the county and I have agreed to all of the original payment terms of $1 per year plus their percentage share of utilities and maintenance, as well as the original responsibilities for interior repairs and improvements by them and exterior repairs and approvements by us. the following which are detailed in the attached agreement: • Term: 5 years with three 5 year renewal options.
