City of Sunny Isles Beach <br />18070 Collins Avenue <br />Sunny Isles Beach, Florida 33160 <br />(305) 947-0606 City Hall <br />(305) 949-3113 Fax <br />MEMORANDUM <br />TO: Honorable Mayor and City Commissioners <br />VIA: Stan Morris, City Manager. <br />FROM: Edward Santiago, Chief of Police. <br />DATE: October 16, 2025 <br />RE: Second Amendment to the Agreement with Douglas Robertson for <br />Accreditation Consulting <br />RECOMMENDATION: <br />Staff recommends approval of this resolution. <br />REASONS <br />As part of the accreditation process the Police Department is required to abide by a strict set of <br />standards established by the Commission for Florida Law Enforcement Accreditation Board. We are <br />seeking, approval to continue to utilize the expertise of Doug Robertson, a former Police Chief and active <br />Accreditation Manager, to continue to achieve accredited status and meet those standards. Robertson <br />has vast experience in seeking accreditation and has served as manager for three different agencies, an <br />assessor, assessment team leader and has conducted over fifty-five assessments as well as provided <br />technical assistance to numerous law enforcement agencies. <br />The Police Department seeks approval for the Second Amendment to the Managed <br />Services/Independent Contractor Agreement with Douglas Robertson in order to continue his services <br />as Accreditation Manager. This amendment exercises the final one-year renewal option outlined in the <br />original agreement dated November 27, 2023, and previously amended on November 25, 2024, via <br />Resolution 2024-3745. The renewal includes additional compensation not to exceed $30,000, at an <br />hourly rate of $55.00, for services rendered during the extended term. It should be noted that this <br />upcoming calendar year the Police Department will be seeking its first reaccreditation. As part of that <br />reaccreditation cycle, Mr. Robertson will compile requisite documents and information which will serve <br />as an essential role in the process. Additionally, he will manage the onsite assessment which is <br />scheduled for August of 2026. <br />Item Number: 9.A <br />108 <br />
