Boileau, for Nabors, Giblin & Nickerson, P.A., City Attorney <br />DATE: November 20, 2025 <br />RE: Ordinance Creating Chapter 187 in the City's Code of Ordinances, titled <br />"Vessels and Waterways" <br />RECOMMENDATION: <br />Adopt the ordinance. <br />REASONS: <br />The attached ordinance proposes the creation of Chapter 187 of the City's Code of Ordinances to <br />establish regulations governing the anchoring of certain vessels within the City's jurisdictional <br />waterways. This is pursuant to Section 327.60(2)(f), Florida Statutes, as amended during the 2025 <br />Legislative Session, which permits municipalities within counties of over 1.5 million residents, such as <br />Miami -Dade County, to regulate overnight anchoring in their waters. <br />The ordinance is intended to address the growing concerns associated with unregulated long-term <br />anchoring, including threats to water quality, public health, navigational safety, and marine <br />infrastructure.
