2 <br />City of Sunny Isles Beach <br />RFP #26-01-01 Professional Lobbying Services <br />February 18, 2026 <br />MINIMUM QUALIFICATION REQUIREMENTS (MQRS) <br />Please read the MQRs to ensure the Proposer meets these requirements prior to submitting a response to this RFP. <br />All Minimum Qualification Requirements (MQRs) must be submitted with Proposer’s response. <br />The Proposer must demonstrate a strong documented track record of providing lobbying services to at least <br />three (3) government agencies in Florida, within the last five (5) years, 2020-2025. <br />The Proposer’s Key Personnel assigned to the City’s contract upon award must demonstrate a strong <br />documented track record of providing lobbying services to at least one (1) government agency in Florida, within <br />the last five (5) years, 2020-2025. <br />The Proposer must demonstrate that any of its existing contracts with clients will not materially interfere with <br />or create a conflict of interest in its advocacy efforts on behalf of the City with any agency within Miami-Dade <br />County or the State of Florida. <br />The Proposer shall provide reference letters for no less than three (3) government clients in which the Proposer <br />served as lobbyists for projects similar in size and scope within the last five (5) years, 2020 - 2025. Please note <br />that the references must be for the same projects in response to MQR “a” above. <br />On behalf of the GrayRobinson Government Affairs and Lobbying Team, we are pleased to submit this <br />proposal to provide professional lobbying services for the City of Sunny Isles Beach (the City). The <br />qualifications, experience, and results presented herein demonstrate that our team is not only highly <br />qualified but also distinctly positioned to deliver the advocacy, access, and outcomes the City seeks. <br />GrayRobinson’s government affairs professionals bring more than five decades of experience representing <br />local governments before the legislative and executive branches of Florida government. Our team has <br />served as counsel to the State of Florida, the Florida House of Representatives, governors, legislators, cities, <br />and counties. These roles, combined with long-standing, trusted relationships with elected and appointed <br />officials at every level of state and local government, enable us to successfully represent public sector <br />clients before Florida governmental entities on everything from legislative appropriations and <br />procurement to environmental projects, economic development, and tax incentives. GrayRobinson <br />professionals are highly involved in Florida's government and political processes, and we understand how <br />state and local government truly work. <br />Our team offers not only policy depth in matters affecting local governments, but also the perspective of <br />former legislative and executive branch leaders with firsthand experience navigating the process at the <br />highest levels. GrayRobinson President and CEO Dean Cannon, a proposed City team member, served <br />eight years in the Florida House of Representatives, including two years as Speaker. In 2022, GrayRobinson <br />expanded its government affairs capabilities through the acquisition of Peebles, Smith & Matthews, <br />strengthening our bench of seasoned lobbyists with particular experience in public finance and <br />environmental policy for municipalities across Florida. We have also partnered with Carmona Advisors <br />Founder and President Jacqui Carmona on this proposal to ensure comprehensive, highly effective <br />advocacy tailored to the needs of the City of Sunny Isles Beach. <br />The proposed GrayRobinson team fully satisfies the City’s Minimum Qualification Requirements: <br />a.GrayRobinson has a strong documented track record of providing lobbying services to at least three <br />government agencies in Florida, within the last five years, 2020-2025.
