<br />10 <br /> RFP 26-01-01 PROFESSIONAL LOBBYIST SERVICES <br />CITY OF SUNNY ISLES BEACH <br />18070 Collins Ave. | Sunny Isles Beach, FL 33160 <br />305.792.1707 | sibfl.net | Purchasing@sibfl.net <br /> <br />Section 2 <br />Special Terms and Conditions <br /> <br />2.0 BACKGROUND OF THE CITY: <br /> <br />The City of Sunny Isles Beach, Florida (the “City”) occupies 1.75 square miles in the northeastern <br />corner of Miami-Dade County, the most populated county in the State of Florida with an annual <br />budget of $230,000,000 comprising mostly of high-rise, luxury condos. With an estimated <br />population of 23,253, Sunny Isles Beach ranks 15 in population amongst the 34 municipalities in <br />the County. The City is located on a barrier island bounded by the Atlantic Ocean on the east and <br />the Atlantic Intracoastal Waterway on the west and has been developed primarily for residential <br />purposes. Sunny Isles Beach is known as a coastal oasis with pristine beaches and eleven family- <br />friendly parks. With a strong focus on safety, community engagement, and forward-thinking, the <br />City of Sunny Isles Beach is a prosperous and collaborative municipality offering an assortment of <br />programs and services primarily for its residents. <br /> <br />The City operates under a Commission-Manager form of government, with four district <br />Commissioners and one Mayor elected at large. The City Commission appoints members to <br />various volunteer boards and commissions, which are responsible for carrying out duties outlined <br />by State law, the City Charter, and local ordinances. <br /> <br />2.1 SCOPE OF WORK: <br /> <br />The City is seeking proposals from qualified lobbyist firms (the “Proposer”, the “Firm”) to work <br />with the City Commission, City Attorney, City Manager, and/or designee to identify, develop, and <br />represent legislative and funding priorities for the City at both the state and county levels. As <br />directed, the Firm will serve as a consistent and effective primary point of contact between the <br />City and elected officials, legislative staff, and agency representatives in both Tallahassee and <br />Miami-Dade County. <br /> <br />The City requires State and County Lobbyist services with an emphasis on producing measurable <br />results in achieving funding and/or legislative and executive action favorable to the City. The City <br />seeks a well-informed lobbyist, capable of providing timely and frequent information to the City <br />on these and other priorities and other issues and decisions at the State level that may affect the <br />City. The Awarded Firm will have a strong background in issues of importance to the City and will <br />be able to demonstrate unique relationships with members of the State of Florida representing <br />the City. <br /> <br />The Awarded Firm will agree to be always available upon reasonable request to meet with the <br />Commission, City staff, and others as specified to perform the responsibilities assigned. The Firm <br />will be required to attend meetings, represent the interests of the City, and act as liaison between <br />the City and all branches, departments, and agencies of the state government, at any legislative <br />committee meeting or meetings with the Governor, or department or state agencies, as well as <br />regional agencies, universities, school boards and Miami-Dade County, if necessary, on matters <br />under the scope of this Request for Proposal (RFP). It is expected that the Awarded Firm will <br />review and understand the agendas of the House and Senate leaders to assist the City to <br />strategically seek monetary funds and policy change.
