OF 5%)A 7tSa <br />City of Sunny Isles Beach <br />18070 Collins Avenue <br />Sunny Isles Beach, Florida 33160 <br />(305) 947-0606 City Hall <br />(305)949-3113 Fax <br />MEMORANDUM <br />TO: Honorable Mayor and City Commissioners <br />VIA, Stan Morris, City Manager <br />FROM: Colin Summers, Cultural & Community Services Director <br />DATE: February 19, 2026 <br />RE: Approval of a First Amendment to the Agreement with Eagle Eye Officiating, <br />LLC <br />RECOMMENDATION: <br />Staff recommends approval of this resolution. <br />REASONS: <br />In December 2022, the City advertised Invitation to Bid 22-12-02, "Sports Officiating and Scorekeeping <br />Services for Youth Athletic -Leagues". On January 12, 2023 the City received two (2) bids, Eagle Eye <br />Officiating and SuperSports of Broward. This Bid, ITB 22-12-02, was awarded to Eagle Eye Officiating, <br />LLC for an initial term of three (3) years, with two (2) additional one (1) year renewal periods, for a <br />maximum of five (5) years. <br />ADDITIONAL INFORMATION: <br />The City has been satisfied with the services provided by Eagle Eye Officiating, LLC and, therefore, <br />wishes to exercise our first renewal option, from February 22, 2026 through February 22, 2027. For this <br />period, we are requesting an additional $65,000.00, bringing the contract total not -to -exceed amount to <br />$191,000.00. <br />Please note that Section 2.4 of the ITB permits a 5% CPI increase at renewal. The vendor has requested <br />a 7.5% increase, bringing the hourly rate to $43.00. This request is being considered in the City's best <br />interest. Market research, including outreach to the second -lowest bidder shows that comparable rates <br />typically range from $43 to $63 per hour. As a result, the proposed rate of $43.00/HR remains highly <br />competitive. <br />This expense is offset by revenues collected by athletic program fees. <br />Item Number: 9.K <br />744 <br />
